Role Overview
This position owns the monitoring, evaluation, accountability and learning (MEAL) function for the Kenya Big Dream Phase III programme, covering Baringo, West Pokot and Samburu counties now, with Migori added at a later stage. Day to day, the holder puts in place the frameworks, tools and routines that let programme teams see whether their work is actually reaching the children, households and communities it was designed for — and change course when the evidence says they should. The role matters because credible data, disciplined handling of beneficiary information and strong community feedback loops are what keep a child protection programme answerable both to the families it serves and to the donors funding it.
Key Responsibilities
- Programme planning support: co-create and revise log frames, MEAL plans, indicators and periodic targets, then convert them into detailed implementation plans and annual MEAL calendars, working alongside finance colleagues so that activities and budgets are scheduled in a realistic sequence.
- Tools and data quality: design data collection instruments, guidelines and reporting formats that track outputs and outcomes, and run systematic checks on accuracy, completeness and consistency — feeding corrections back to the people collecting the data.
- Digital systems and routine monitoring: establish and operate a digital data collection and beneficiary tracking system, coordinate routine monitoring across programme sites and implementing partners, and produce remote sensing/GIS maps showing geographical coverage and activity locations.
- Reporting and compliance: compile and submit mandatory monitoring and management reports to World Vision standards and donor requirements, keep the monitoring matrix and related systems current, lead adherence to support office data entry rules, and be prepared to answer detailed data questions in calls and presentations with support office staff and donors.
- Evaluations and research: support periodic reviews and evaluations, draft terms of reference, select and supervise in-country assessment contractors for baseline, midline and endline studies, and help coordinate the learning agenda with the University of Nairobi and other partners.
- Accountability to communities: set up and maintain mechanisms for information sharing, complaints management and timely feedback, and store all collected data securely in line with data protection requirements.
- Capacity building: orient assessment consultants and deliver MEAL training and ongoing technical support to project staff, implementing partners and regional MEL colleagues on planning, monitoring, reporting, research and quality assurance.
- Collaboration and design input: take part in assessments, research and proposal writing that reflect community needs and context and align with LEAP and donor expectations, represent World Vision in county technical working group meetings, and promote safeguarding, whistleblower and anti-fraud policies in all dealings.
Requirements & Qualifications
- Education: a Bachelor's degree from a recognised university in social sciences, sociology, economics or statistics, monitoring and evaluation, project management, statistics, or a related discipline. Certification in M&E and in conducting assessments is an added advantage.
- Experience: at least 2–3 years working on programme design, implementation, monitoring, evaluation and reporting, including practical experience coordinating or running an M&E system inside a large international NGO or comparable relief/development organisation.
- Donor exposure: a track record of working on donor-funded programmes, including projects backed by multilateral donors.
- Technical data skills: hands-on use of mobile data collection platforms such as ODK or Kobo, plus statistical packages such as SPSS or Stata, and confidence with MS Word, Excel and PowerPoint.
- Research and writing: well-developed qualitative and quantitative analytical, documentation, report-writing and strategic planning abilities, with particular strength in participatory research methods and the ability to write effective funding proposals.
- Sector knowledge: a grasp of current research, debates and trends in child protection; experience designing, monitoring and evaluating child protection programmes, or working on social norms and social behaviour change research, is an added advantage.
- Personal attributes: excellent written and verbal communication and networking skills, comfort working in a multicultural setting, efficient management of resources, and the ability to deliver with minimal supervision as part of a team.
- Data stewardship: familiarity with information management systems and the ability to document good practice and lessons learned, applying data protection policies throughout.
- Faith commitment: a committed Christian who can rise above denominational and cultural differences and offer spiritual leadership, including within daily devotions.
