- Establish and lead a Nairobi-based MEL function serving programs across the country, coordinating closely with Program Managers, field teams and regional or headquarters technical colleagues.
- Guide the introduction of automated data processes across the portfolio, bringing digital tools and analytics into routine monitoring and decision-making.
- Oversee data collection, validation and internal data quality assessments; address weaknesses that could affect program delivery or the reliability of reported results.
- Organize assessments and evaluations, contribute MEL expertise to program design, and strengthen local staff capacity to carry out internal evaluations.
- Train and coach program and MEL staff in monitoring, analysis, report writing and tools such as Tola, CommCare, Tableau, Excel and Power BI.
- Support teams to review monitoring findings regularly and use lessons from participants and program data to adapt activities and inform future interventions.
- Manage and develop MEL focal points, coordinators and officers through clear expectations, regular feedback, performance reviews and career development support.
- Promote safeguarding, community accountability and compliance with country security procedures across MEL work and team activities.
Requirements & Qualifications
- Bachelor’s degree or equivalent, preferably in business administration, public administration, international development or a related discipline; a relevant master’s degree is preferred.
- At least seven years of experience in program development and monitoring and evaluation.
- Demonstrated experience building and managing MEL systems and teams, supervising data collection and validation, and strengthening staff capability.
- Strong training skills and experience working with a range of donors.
- Confidence using digital and data tools, with an interest in applying technology to improve analysis and program decisions.
- Ability to lead and develop teams, manage multiple priorities independently, meet deadlines and maintain a constructive, respectful team culture.
- Excellent communication and organizational skills.
- An internationally recognized project or program management qualification, or willingness to obtain one during the first months in the role.
