ELDOWAS was the first water service provider in Kenya to attain certification in international Quality Management Standards ISO 9001:2008. In order to achieve its goals and objectives the company recognizes the need to effectively serve the customers and has developed a Customer Service Charter. The Company has continuously embarked on the application of the Customer Service Charter and services expected of us by our customers. The standards provided are a measure of our performance as we interact with our esteemed customers. We ensure that the Customer Care Desk is operational and within reach of customers. Similarly, feedback from customers will be in focus to continual improvement of service. ELDOWAS Management is organized in four departments. The Technical Department is responsible for water sources development, water abstraction, treatment and distribution. The Commercial Department is responsible for billing, revenue collection, and customer relations management. Job Description

Role Overview

This is Eldoret Water and Sanitation Company's senior legal and governance post — Job Grade 3 — sitting at the centre of the company's decision-making machinery and reporting administratively to the Managing Director. The holder owns the legal function end to end: advising the Board and management, keeping the statutory books, controlling what gets signed, and defending the company when disputes escalate. It matters because the utility's standing with regulators, funders and the public depends on decisions being taken lawfully, recorded properly, and followed through.

Key Responsibilities

  • Act as Secretary to the Board of Directors and its committees — issuing notices, preparing agenda papers, attending meetings, drafting resolutions and maintaining the minutes book.
  • Draft and review Board and committee charters, governance policies and internal procedures, then monitor adherence as new regulatory expectations emerge.
  • Convene and administer the Annual General Meeting and shareholder meetings in line with the Companies Act and the company's Memorandum and Articles of Association.
  • Advise directors and executives on their duties, ethical standards, reporting obligations and correct meeting procedure, flagging where a proposed course of action risks breaching the law or governance codes.
  • Keep corporate and statutory records — registration documents, annual reports, registers and filings — complete, current and retrievable.
  • Review contracts, agreements and tender documents before signature, and provide written legal opinions on day-to-day administrative and industrial development matters.
  • Instruct and supervise external counsel on litigation, claims, defamation and other disputes, and represent the company in forums where a formal legal position must be stated.
  • Track the implementation of Board and shareholder resolutions across departments, report on progress, and serve as the standing point of contact for directors, executives and shareholders.

Requirements & Qualifications

  • Bachelor of Laws (LLB) from a recognised institution.
  • Master's degree in Law or Social Sciences, an MBA, or a related postgraduate qualification.
  • Postgraduate Diploma in Law from the Kenya School of Law.
  • Member of the Law Society of Kenya holding a current practising certificate.
  • Member of the Institute of Certified Secretaries (ICSK) in good standing.
  • At least 12 years of relevant experience, five of which must have been in a senior management position.
  • A management course lasting not less than four weeks.
  • Thorough working knowledge of the State Corporations Act and the Mwongozo Code of Governance for State Corporations, plus the regulatory framework governing the water sector.
  • Demonstrated ability to plan, organise, implement and evaluate departmental goals, and to handle multiple conflicting priorities under strict deadlines.
  • Strong analytical and results-oriented approach, with high standards of integrity and ethical practice.
  • Effective communication and listening skills for both internal and external audiences, and confidence using standard office computer applications.
  • Proven capacity to lead a team and contribute as a team member, with the resilience to keep performing under pressure.
  • Successful candidates must satisfy Chapter Six of the Constitution of Kenya on leadership and integrity.
