It borders West Pokot County to the North, Baringo County to the East, Trans Nzoia County to the Northwest and Uasin Gishu County to the West. The county is divided into three topographic zones namely: The Highlands, Kerio Valley and The Escarpment: all of them separated by the conspicuous Elgeyo Escarpment. The Highlands constitutes 49 percent of the county’s area and is densely populated due to its endowment with fertile soils and reliable rainfall.The Escarpment and the Kerio Valley make up 11percent and 40 percent respectively. There is a marked variation in amount of rainfall in the three zones; The Highlands receive between 1200mm and 1500mm per annum while The Escarpment and the Kerio Valley receives rainfall ranging between 1000mm to 1400mm per annum. Job Description

Role Overview

This is a senior management appointment within a Kenyan public institution, where the holder is expected to turn national development priorities into workable programmes and day-to-day operational results. The role combines policy advisory work with hands-on coordination of staff, budgets and projects across an assigned portfolio, and it carries accountability for how public resources are used. It matters because the institution's ability to deliver on socio-economic commitments — including the goals set out in Vision 2030 — depends directly on the quality of leadership at this level.

Key Responsibilities

  • Advise the accounting officer or governing body on policy, strategy and emerging issues affecting the assigned portfolio, and prepare the supporting briefs and papers.
  • Lead the formulation, review and execution of strategic plans, annual work plans and performance targets that align institutional activities with Vision 2030 and other national development frameworks.
  • Coordinate the implementation of programmes and projects, monitor milestones against agreed timelines, and institute corrective measures where delivery falls behind.
  • Prepare, present and defend budget proposals, and oversee expenditure so that funds are applied lawfully, prudently and in line with approved procurement procedures.
  • Supervise, appraise, coach and develop staff within the function, setting clear performance expectations and building technical capacity in the team.
  • Build and sustain working relationships with relevant ministries, county governments, development partners, professional bodies, the private sector and civil society organisations.
  • Uphold constitutional values and integrity standards in all operations, ensure compliance with statutory and audit requirements, and respond to audit and oversight queries.
  • Produce regular progress and accountability reports, and represent the institution at technical committees, conferences and stakeholder forums.

Requirements & Qualifications

  • Must be a Kenyan citizen.
  • A relevant first degree from a university recognised in Kenya. Possession of a master's degree will be an added advantage.
  • At least five years of knowledge, experience and a distinguished professional career, demonstrating readiness for senior management responsibility.
  • Thorough understanding of the socio-economic development objectives and plans of Vision 2030 and how they translate into institutional work.
  • Registration with a relevant professional body is an added advantage, as is current membership of such a body.
  • Having attended a senior management course from a recognised institution is an added advantage.
  • Must satisfy the requirements of Chapter Six of the Constitution of Kenya on leadership and integrity.
  • Demonstrated capacity in strategic planning, financial and human resource oversight, stakeholder engagement, report writing and sound decision-making.
