Job Description

Role Overview

You will serve as the presiding officer for all Board sessions, setting the agenda and maintaining procedural discipline. The role involves steering disciplinary processes for county staff and delivering strategic HR advice to the county leadership. Your work directly shapes how the county attracts, develops, and retains talent while upholding constitutional principles in public service.

Key Responsibilities

  • Call to order and lead every Board meeting, ensuring compliance with governance protocols and that decisions are properly recorded.
  • Oversee the Board’s disciplinary authority over county public service employees, including hearing cases and endorsing sanctions where appropriate.
  • Compile and submit periodic performance reports to the county assembly, outlining achievements, challenges, and recommendations.
  • Drive the integration of Articles 10 and 232 of the Constitution into all county human resource practices, reinforcing values like transparency, equity, and accountability.
  • Provide counsel to the county executive on workforce planning, recruitment, career progression, and retention initiatives.
  • Monitor the rollout and effectiveness of the national performance management framework across county departments, suggesting adjustments as needed.
  • Advise the Salaries and Remuneration Commission on appropriate compensation structures, pensions, and gratuity policies for county employees.
  • Coordinate with Board members to ensure timely resolution of grievances and adherence to statutory deadlines.

Requirements & Qualifications

  • Kenyan citizenship.
  • A bachelor’s degree from a recognized university; a master’s degree is an added advantage.
  • A minimum of ten years’ leadership experience at senior or executive management level.
  • Must satisfy the leadership and integrity criteria set out in Chapter Six of the Constitution of Kenya.
  • No history of professional misconduct or violation of a relevant code of ethics.
  • Ineligible if currently holding a public or state office.
  • Demonstrated appreciation of the county’s ethnic, cultural, and social diversity.
  • Strong strategic vision and ability to think innovatively about public service challenges.
  • Capacity to handle high‑pressure situations, make impartial decisions, and deliver on tight deadlines.
  • Compliance with any other qualifications required by Section 58 of the County Government Act and related legislation.
