Role Overview
This position owns the operational side of solid waste management for the unit, carrying material from collection point through recycling, recovery, treatment and final disposal in a way that is safe, compliant and cost-aware. The holder spends their time in the field and in coordination meetings — checking how facilities are running, keeping field crews and contractors aligned, and making sure recovery targets are actually being met rather than just planned. The role matters because it is where departmental policy meets daily reality: better coordination here means less waste to landfill, fewer facility breakdowns and reporting that leadership can trust.
Key Responsibilities
- Plan, schedule and coordinate recycling, resource recovery, treatment and disposal programmes across the assigned facilities.
- Convert departmental policy, strategy and procedure into practical operating instructions that field teams and contractors can apply.
- Oversee the running of recycling, recovery, treatment, landfill and disposal installations, including maintenance and care of the equipment and assets attached to them.
- Champion waste reduction, composting, recycling and resource recovery initiatives, including source-separation drives and community-facing programmes.
- Conduct facility inspections and monitor landfill, treatment and disposal operations against environmental, safety and operational standards.
- Track performance indicators for recycling and disposal programmes, investigate shortfalls and recommend corrective action to management.
- Liaise with field services to confirm that waste arriving at designated sites is received and handled in the appropriate manner.
- Supervise staff and contracted personnel carrying out recycling, recovery, treatment and disposal duties, and prepare regular activity reports for departmental leadership.
Requirements & Qualifications
- Bachelor's degree from a recognised institution in engineering, environmental science, environmental management, natural resource management, waste management, public administration, business administration/management or a closely related discipline.
- At least three (3) years of relevant hands-on experience in solid waste management, recycling, landfill operations, environmental management or a comparable field.
- Demonstrated understanding of recycling, recovery, treatment and disposal processes and of the equipment and infrastructure each depends on.
- Working knowledge of county and national legislation and regulations governing solid waste management.
- Proven supervisory ability, with performance and results that reflect merit and competence in previous roles.
- Added advantage: completion of a strategic leadership development course lasting not less than six (6) weeks from a recognised institution.
- Added advantage: membership of the Environment Institute of Kenya (EIK) or another relevant professional body.
