Role Overview
This consultancy provides technical leadership on anticipatory action and participatory scenario planning during the programme’s final year. The consultant will help communities and local institutions combine Indigenous and scientific forecasts into practical advisories, then assess whether those advisories reach people and support early action.
Key Responsibilities
- Plan two participatory scenario planning (PSP/ITK) rounds with DRC and programme partners, provisionally scheduled for March and September 2027 ahead of the rainy seasons; agree locations, participants, timing and a women’s participation target.
- Co-facilitate forums in Lokiriama, Turkana; Alale, West Pokot; and Moroto, Uganda, working with local authorities, meteorological services, community-based organisations, elders, women and youth. Each round is expected to involve approximately 8–9 field days.
- Bring together forecasts based on elders’ Indigenous knowledge with seasonal information from the Kenya Meteorological Service Authority (KMSA) and Uganda’s meteorological services.
- After each round, prepare three community advisories with clear, practical guidance on recommended actions and who is responsible for taking them.
- Track how advisories are shared—through partners, radio, community barazas, market days and digital channels—and assess their reach, use and results among households, groups and institutions, disaggregated by gender and location.
- Lead partner debriefs after each PSP round and prepare findings on what supported or hindered early action, including forecast timing and format, trust, access, available resources, mobility and conflict.
- Contribute anticipatory action analysis to the Outcome and Learning Assessment, quarterly learning reports and consortium learning sessions; attend quarterly cross-border climate coordination meetings to present forum findings.
- Support community validation workshops for the Outcome and Learning Assessment in Kenya and Uganda in January 2027, using materials prepared by the learning team; provide written input to learning and communications products, including a video story and webinar.
- Develop practical recommendations for policy and institutional engagement with county and district governments, meteorological services and cross-border structures. Support work to connect Indigenous knowledge with scientific forecasting only if DRC confirms and agrees additional days.
- For the initial November–December 2026 assignment, review the assessment’s 2026 early warning and action findings, examine use of the September 2026 advisories, contribute to the report, and prepare the partner debrief and design for the March 2027 PSP round.
- Submit monthly workplans and concise progress updates.
