Job Description

Chief Officer (County Department)

We are seeking a highly competent and strategic professional to serve as the Chief Officer for a County Department. The successful candidate will provide visionary leadership, ensure effective service delivery, and drive the implementation of county and national development goals.

Duties and Responsibilities

  • Coordinate the general administration and functioning of the respective County Department.
  • Formulate and implement effective programs to attain Kenya Vision 2030, Makueni Vision 2025, and sector-specific goals.
  • Develop and implement strategic plans and sector development plans.
  • Implement policies and regulations in line with legal frameworks.
  • Conduct risk assessment and management to safeguard departmental operations.
  • Provide strategic policy direction to ensure efficient and effective service delivery.
  • Ensure compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
  • Perform any other duties as may be assigned from time to time.

Requirements for Appointment

  • Be a Kenyan citizen.
  • Hold at least a first degree in a relevant field from a university recognized in Kenya. A master's degree in the relevant field will be an added advantage.
  • Have at least five (5) years of professional experience, with not less than three (3) years in a senior managerial position in the Public Service or Private Sector in the portfolio applied for.
  • Be conversant with the Constitution of Kenya and all devolution-related legislation.
  • Be a registered member of a relevant professional body and in good standing.
  • Demonstrate a proven track record in leadership, strategic thinking, and results-oriented management.
  • Demonstrate a thorough understanding of devolution, the County Development plans, and Vision 2030.
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity, and obtain clearance from EACC, KRA, DCI, HELB, and CRB.
  • Demonstrate understanding and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution of Kenya.
  • Possess excellent communication, interpersonal, and team-building skills.
  • Be proficient in computer applications and digital management tools.
