The Senior Government-to-Government (G2G) Health Advisor provides strategic, technical, and operational leadership to support the transition and management of U.S. Government health foreign assistance delivered directly through partner government systems in Kenya. The Advisor supports the OFA Health office playing a critical role in implementing the America First Global Health Strategy through expanded G2G assistance.
Strategic Leadership and Policy Alignment
- Serve as a principal advisor to OFA Health Office leadership in the design, implementation, and oversight of G2G health assistance in alignment with the America First Global Health Strategy.
- Translate U.S. foreign assistance policy, including G2G priorities, into operational approaches across PEPFAR, malaria, TB, family health, and global health security programs.
- Support strategic planning for the phased transition of up to $1.6 billion in health assistance from implementing partners to direct G2G mechanisms under the Kenya Cooperation Framework.
- Government-to-Government Engagement and Coordination
- Together with health interagency leadership (State, Centers for Disease Control and Prevention (CDC), and the Department of War (DOW), lead engagement with the Government of Kenya at national and county levels on G2G health assistance, including Ministries of Health, Finance, and relevant oversight bodies.
- Serve as a key liaison between U.S. Government agencies and Kenyan government counterparts to promote accountability, transparency, and shared ownership of health outcomes.
Program Design and Oversight
- Advise on the design of G2G agreements, including scope, performance metrics, risk mitigation strategies, and sustainability considerations.
- Ensure G2G programs are technically sound, fiscally responsible, and aligned with host government health strategies and systems.
- Support integration and coherence across disease-specific programs to maximize impact and reduce fragmentation under G2G modalities.
Risk Management, Compliance, and Accountability
- Identify, assess, and mitigate fiduciary, programmatic, and operational risks associated with direct G2G assistance.
- Advise on compliance with U.S. Government regulations, policies, and reporting requirements related to foreign assistance and G2G agreements.
- Support the development and monitoring of performance indicators, financial controls, and accountability mechanisms for G2G programs.
Monitoring, Evaluation, and Learning
- Support monitoring, evaluation, and learning (MEL) frameworks for G2G health assistance to track progress, results, and value for money.
- Analyze performance data and provide evidence-based recommendations to improve program effectiveness and inform future funding decisions.
- Capture and disseminate lessons learned and best practices from G2G implementation to inform broader OFA and interagency efforts.
Interagency and Internal Coordination:
- Coordinate closely with the health interagency in Nairobi and other U.S. Government agencies involved in health assistance as well as the Global Health Security and Diplomacy (GHSD) office in Washington DC.
- Contribute to briefings, reports, and decision memos for senior U.S. Government leadership related to G2G health assistance.
Required Competencies:
- The Senior Advisor must be able to exercise broad knowledge of USG laws and policies related to G2G foreign assistance and risk mitigation strategies.
- Level and Purpose of Contacts: Maintain professional and effective working and senior level contacts with internal and external stakeholders including USG and Government of Kenya officials.
- Travel Requirements: The employee must be available and able to travel within Kenya, and regionally. Travel may represent up to 10% of the total work time.
Required Skills and Qualifications:
The Senior Advisor must meet the following requirements in education and professional experience:
- Education: A master’s or doctoral level graduate degree or equivalent level in law, public policy, or public administration.
- Professional Experience: The Senior Advisor is required to have a minimum of ten years of experience performing legal analysis, policy analysis and/or G2G implementation. Experience with US government health programming for a minimum of ten years is desirable. A strong working knowledge of US government policies and programming and Kenyan government policies and laws is required.
- The Senior Advisor must have excellent interpersonal and networking skills and the ability to liaise authoritatively with representatives from the local government, USG, and other relevant actors.
