Description: The Kenya leather Development Council was gazette as a State Corporation in the then Ministry of Livestock Development vide an Executive Order through a legal notice No. 114 of the Kenya gazette supplement No. 113 of 9th September 2011, under the State Corporations Act (Cap 446) of the laws of Kenya to provide direction, harmony and coordination to the leather sub-sector in the country. KLDC was formed on a Private-Public Partnership to represent the interests of the leather sector. The representation is drawn from Kenya Livestock Marketing Council, Slaughter Houses Association, Hides, Skins traders, tanners, footwear manufacturers, informal leather manufacturers, academia long standing in the sub-sector and the environment. With the new dispensation, however, KLDC was moved to the Ministry of Industrialization and Enterprises Development, where the leather sector has been categorized as one of the priority sectors by the Ministry. The Council also works closely with relevant Government institutions such as: The Ministries of Agriculture, Livestock and Fisheries Development, East Africa Commerce and Tourism, National Treasury, among other key Government agencies.
Job Description

Job Purpose

 

The manager is responsible to the Director of Technical Services in coordinating and managing all the activities under the Training and Production Department through the development and implementation of policies, strategies, projects/ programmes, and plans to realize the council’s core mandate. The manager ensures the effective management of the Centre's physical and human resources to maximize sustainable returns.

 

Key Responsibilities/ Duties / Tasks

 

Managerial / Supervisory Responsibilities

 

Carrying out public education on the standards for optimum industry productivity

 

Carrying out a continuous industry skills need assessment

 

Undertaking industry skills development through the Training and Production Centre for Shoe Industry

 

Undertaking training across the training and technology transfer Centres, Collaboration with other training institutions in reviewing curricula for training in hides, skins, leather, and leather products products & related products

 

Undertaking an internship for leather and related trainees

 

Undertaking training outreach programs for MSMEs. Under the Undertake test and certification of professionals, both local and foreign experts, working in the country

 

Carrying out training needs assessment in the leather value chain;

 

Ensuring the training Centres are operational and well-maintained;

 

Carrying out the identification/recruitment of MSMEs to be trained in the production of leather and leather products;

 

Advising on development and revision of training curriculum and materials;

 

Coordinating trainings across the Centres;

 

Ensuring a register of trained MSMEs is maintained;

 

Coordinating follow-up and assessment of training impacts on MSMEs' productivity;

 

Ensuring appropriate environmental management systems are in place.

Academic qualifications

 

Bachelor’s Degree in any of the following disciplines: - Leather Technology, Leather Science, Animal Science, Manufacture Science, Material Science or equivalent qualification from a recognized institution.

 

Master’s Degree in any of the following disciplines:- Leather Technology, Leather Science, Animal Science, Manufacture Science, Material Science or equivalent qualification from a recognized institution

 

Professional Qualifications / Membership in professional bodies

 

Be a member in good standing of a relevant professional body where applicable

 

Have a management course lasting not less than four (4) weeks from a recognized institution

 

Proficiency in Computer Applications

 

Previous relevant work experience required.

 

Have a minimum period of ten (10) years’ work experience, four (4) of which should have been in Senior Management of a public or private institution.
