Procurement Engineer – Civil

Role Overview

Jazal Engineering & Contracting is seeking a Civil Procurement Engineer to manage subcontractor sourcing and tendering for construction projects in Abu Dhabi. You will turn project drawings, specifications and BOQs into clear enquiries, assess bids for technical and commercial fit, and work with delivery teams to secure suitable subcontractors within project budgets and schedules.

Key Responsibilities

• Find and assess subcontractors and suppliers for civil works against project scope, technical requirements and delivery needs.
• Study BOQs, drawings and specifications to prepare tender enquiries and requests for quotation.
• Review incoming bids and prepare structured technical and commercial comparisons.
• Identify differences between bids, including exclusions, scope omissions, specification deviations and potential cost impacts.
• Coordinate with project, engineering and quantity surveying colleagues to confirm that tender scope is complete and aligned with project requirements.
• Negotiate rates, payment provisions, work schedules and other commercial terms with prospective subcontractors.
• Support subcontractor selection and award in line with approved budgets and project timelines.
• Keep tender records, comparison statements, subcontractor information and award documents organised and up to date.

Requirements & Qualifications

• Bachelor’s degree in Civil Engineering.
• Three to five years of construction procurement experience, particularly in sourcing and appointing subcontractors.
• Practical experience with tender enquiries, bid evaluation, commercial negotiation and subcontractor finalisation.
• Ability to interpret civil BOQs, construction drawings and technical specifications.
• Sound understanding of civil construction procurement, subcontractor management and contract documentation.
• Strong analytical, negotiation, communication and coordination skills.
• UAE construction experience is preferred.
• Experience with defence projects, specialist industrial facilities, warehouses or shopping malls is an advantage.
