The standards provided are a measure of our performance as we interact with our esteemed customers. We ensure that the Customer Care Desk is operational and within reach of customers. Similarly, feedback from customers will be in focus to continual improvement of service. ELDOWAS Management is organized in four departments. The Technical Department is responsible for water sources development, water abstraction, treatment and distribution. The Commercial Department is responsible for billing, revenue collection, and customer relations management. Job Description

Manager, Strategy, Planning & Performance Management — Eldoret Water and Sanitation Company (ELDOWAS), Administration Department, reporting to the Managing Director. Five-year contract, Job Grade 3.

Role Overview

This position sits at the centre of ELDOWAS's delivery agenda, converting the company's long-term ambitions into the annual plans, targets and scorecards that every department actually works against. Day to day, the holder runs the corporate planning and performance cycle — setting targets, tracking progress, interrogating results and telling management and the Board what the numbers mean and what should change. The role also carries the company's risk and resource-mobilization agendas, making it central to how ELDOWAS funds and safeguards the expansion of water and sanitation coverage.

Key Responsibilities

  • Direct the development, roll-out and periodic review of the company's strategic plan, translating its objectives into annual business plans, departmental work programmes and measurable individual targets.
  • Build and operate the corporate performance management framework, including the KPI architecture, performance scorecards and management dashboards that connect strategy to day-to-day delivery.
  • Coordinate the annual performance contracting cycle and the quarterly, half-yearly and year-end review calendar, consolidating findings into reports, presentations and briefs for the Managing Director and the Board.
  • Track strategic initiatives and projects against approved plans, budgets, timelines and indicators; run performance gap analysis and recommend corrective or improvement measures.
  • Oversee monitoring and evaluation of strategic programmes and organizational initiatives, and commission customer, stakeholder and organizational performance surveys where relevant.
  • Lead the resource mobilization strategy — preparing funding proposals, managing government and donor relationships, and pursuing partnerships that widen water and sanitation coverage.
  • Establish and maintain the enterprise risk management policy and framework, keep risk registers operational at every departmental level, and advise management on mitigation strategies.
  • Align the annual budget with strategic priorities, give departments practical support in designing measurable indicators, scan the operating environment for regulatory and economic trends, and mentor staff within the planning and performance function while ensuring compliance with applicable laws, regulations, directives and internal policies.

Requirements & Qualifications

  • Bachelor's degree in Strategic Management, Business Administration, Economics, Finance, Commerce, Statistics, Planning, Development Studies or a related discipline.
  • Master's degree in Strategic Management, Business Administration, Economics, Finance, Planning, Monitoring & Evaluation or a related field.
  • At least 12 years of relevant experience, of which a minimum of 5 years must have been at senior management level.
  • A management course lasting not less than four weeks.
  • Professional qualifications in a relevant field are an added advantage, and membership of a relevant professional body is required where applicable.
  • Demonstrable knowledge and hands-on experience in strategic planning and implementation, performance management, and monitoring and evaluation.
  • Proven ability to develop KPIs, performance scorecards and organizational dashboards, and to prepare and analyse management and performance reports.
  • Strong analytical, problem-solving, planning and organizational skills, with solid project and programme management capability.
  • Excellent written and verbal communication, stakeholder management and negotiation skills, backed by strong leadership, high integrity and ethical conduct.
