Job Description

Role Overview

This is a senior compliance role inside a real-time payments business licensed under the National Payment System framework, created to take the friction out of inter-bank transfers domestically and across borders. You will run the operational core of the compliance function — steering transaction surveillance, guiding onboarding and due diligence decisions, governing how customer data and AI-driven models are used, and turning a fast-moving regulatory landscape into controls people can actually follow. The position carries real weight because the business's authority to operate, and the confidence participants and regulators place in its payment rails, depend on controls that hold up under scrutiny rather than existing only on paper.

Key Responsibilities

  • Direct the day-to-day AML/CFT/CPF programme, including transaction screening, sanctions, PEP and adverse-media monitoring, and personally overseeing the clearance of escalated Level 2 screening and sanctions alerts.
  • Own the quality and timeliness of financial-crime reporting: reviewing, validating and tracking high-priority STRs and SARs, ensuring filings reach the Financial Reporting Centre and the Central Bank as required, and recalibrating and testing monitoring rules so detection keeps pace with emerging typologies.
  • Lead privacy and AI governance — commissioning Data Protection Impact Assessments for new products, tools and processing activities, coordinating obligations under the Data Protection Act, 2019 and with the Office of the Data Protection Commissioner, and embedding fairness, transparency, accountability and explainability controls around AI/ML models and automated decision-making.
  • Build and operate the enterprise KYC/KYB framework, covering onboarding and periodic refresh cycles, risk scoring within agreed turnaround times, enhanced due diligence for high-risk relationships, verification of ultimate beneficial ownership, PEP exposure, corporate structures, licences and identity documents, and an audit-ready central repository with automated triggers for expiring documentation and shifting risk profiles.
  • Run continuous regulatory horizon scanning — tracking legislative and supervisory developments that touch payment operations, assessing their impact, coordinating the resulting policy and control changes, and maintaining a central repository of obligations, precedents and compliance opinions while advising management on regulatory interpretation.
  • Support governance of the business Scheme Council, monitor interbank dispute-resolution service levels, prepare risk and compliance packs for Council meetings, quality-assure clearing and settlement message workflows, and monitor whether participants meet scheme requirements.
  • Establish compliance quality assurance across key operations through periodic reviews and control testing, identifying weaknesses, driving remediation with the relevant owners, tracking issues through to closure, and maintaining the evidence trail needed for internal, external and regulatory examinations.
  • Report regularly on compliance KPIs and project progress, strengthen quality control checks within each activity the function owns, contribute to legal and regulatory advisory work including a searchable digital legal opinion library, and partner with Legal, Risk, Operations, Technology and business teams to resolve compliance matters.

Requirements & Qualifications

  • Bachelor's degree in Law, Compliance, Risk Management, Finance, Accounting, Business Administration, Information Systems, or a closely related discipline.
  • At least 7 years of relevant experience across compliance, AML/CFT, regulatory affairs, data protection, risk or financial crime, including a minimum of 3 years in a managerial or senior supervisory capacity.
  • Professional qualifications in compliance, AML, risk, privacy, audit or law are highly desirable; CAMS, ICA Compliance, CIPP/E, CIPM, CISA, CIA or CPA/ACCA certifications are an advantage depending on your specialisation.
  • Prior exposure to banking, payments, FinTech or another regulated financial services environment is strongly preferred, as is experience liaising with regulators, auditors, law enforcement or industry scheme stakeholders.
  • Hands-on track record with AML transaction monitoring, sanctions, PEP and adverse-media screening, and the review and submission of STRs and SARs.
  • Demonstrated ability to conduct KYC/KYB and enhanced due diligence, including ultimate beneficial ownership and corporate structure analysis.
  • Practical knowledge of data protection and privacy compliance, including preparing DPIAs and assessing privacy risk, plus familiarity with governance and responsible-use controls for AI/ML and automated decision-making.
  • Competence in regulatory interpretation, horizon scanning, compliance monitoring, control testing and quality assurance.
  • Working proficiency with transaction-monitoring, KYC, screening, GRC, case management and data analysis platforms.
  • Strong investigative and analytical ability, excellent report-writing and documentation skills, confident stakeholder communication, sound independent compliance judgement with the willingness to escalate material issues, meticulous attention to detail when handling confidential information, and a collaborative style across compliance, legal, technology, operations, risk and business teams.
