Role Overview

As an Investigator in the UN’s internal oversight service, you will look into allegations of serious misconduct affecting Secretariat staff, field missions, and peacekeeping operations—ranging from financial fraud and corruption to sexual exploitation and abuse. Your daily work involves developing case plans, gathering and testing evidence, conducting interviews, and preparing written findings that guide disciplinary, administrative, and in some cases criminal follow-up. Beyond individual cases, you will help shape how the office handles incoming complaints and referrals, while increasingly using data analysis to surface patterns that improve prevention and oversight.

Key Responsibilities

• Plan, lead, and conduct investigations into suspected fraud, corruption, mismanagement, waste, harassment, sexual exploitation and abuse, and other violations of UN rules and regulations.
• Establish facts, evaluate the reliability and sufficiency of evidence, determine findings, and recommend corrective measures or disciplinary and jurisdictional actions.
• Draft investigation reports, legal memoranda, correspondence, and other communications; support the review and quality assurance of documents prepared by other team members.
• Perform legal research and analyse evidentiary materials to ensure investigation conclusions are consistent with applicable law, UN jurisprudence, and internal policies.
• Maintain and update the office’s investigation guidance and reference tools, incorporating evolving best practices, legal decisions, and General Assembly resolutions.
• Support the intake function by monitoring the hotline, assessing jurisdictional authority, conducting preliminary evaluations of new allegations, and recommending how matters should be routed or handled.
• Coordinate a central referral service, including drafting referral packages, compiling supporting documentation, responding to enquiries, and tracking outcomes with external entities.
• Apply data collection and visualisation techniques to identify trends or patterns in case data and communicate insights through charts, tables, and reports to support strategic decision-making.

Requirements & Qualifications

• A minimum of five years of full-time, progressively responsible experience in investigative work is required.
• Proven hands-on experience in gathering, analysing, and presenting evidence is essential.
• Demonstrated experience with international investigation activities is required.
• Experience working within an international or multilateral public institution is strongly desirable.
• Two or more years of experience in data analytics or a related field is desirable, including the ability to translate data into actionable insights.
• Strong drafting and legal research skills, with the capacity to produce clear, well-reasoned investigation reports under time pressure.
• Excellent interviewing, case management, and stakeholder-engagement skills, including experience dealing with sensitive misconduct matters.
