Role Overview
Blue Ventures is seeking a Health, Safety and Security (HSS) Consultant to lead a focused review of our current HSS arrangements and produce a practical, risk-based framework that fits our size, global footprint, and partner-first way of working. In this role, you will not simply audit paperwork—you will examine how HSS decisions are actually made in the field, where oversight is thin or inconsistent, and what proportionate changes will make the biggest difference. Your recommendations will shape how Blue Ventures supports staff, volunteers, consultants, and partners across varied and sometimes remote operating environments, without adding layers of bureaucracy or requiring a large central HSS team.
Key Responsibilities
- Assess the adequacy, consistency, and real-world application of existing HSS policies, systems, procedures, tools, controls, and governance arrangements across Blue Ventures.
- Identify material legal, duty-of-care, operational, safeguarding-interface, and reputational risks, paying close attention to differences between countries and between distinct types of activity.
- Develop a coherent, risk-based HSS framework that aligns with Blue Ventures’ strategy, international presence, partner-led delivery model, and commitment to remaining small and agile.
- Define clear roles, accountabilities, decision-making rights, escalation paths, and assurance responsibilities at Board, Executive Leadership Team, global, regional, country, programme, and partner levels.
- Recommend proportionate minimum standards, guidance for local adaptation, and practical tools suitable for employees, consultants, volunteers, visitors, and, where relevant, implementing partners.
- Advise on the right mix of internal capability and external specialist services, including security intelligence, country risk information, travel assistance, incident support, and technical expertise in marine or road safety.
- Produce an achievable, prioritised implementation roadmap that covers immediate risk-reduction actions as well as longer-term improvements to systems and practice.
Requirements & Qualifications
- Proven experience conducting HSS reviews or designing HSS frameworks for international organisations, ideally those operating in multiple countries and in both office-based and fieldwork settings.
- Strong working knowledge of duty-of-care obligations, safeguarding interfaces, risk assessment methodologies, and contemporary HSS good practice in the non-profit or international development sector.
- Ability to translate complex HSS requirements into practical, proportionate recommendations that work for a small, decentralised organisation rather than a large corporate structure.
- Experience advising on security intelligence, country risk analysis, travel assistance, incident management, and specialist safety considerations such as marine operations or road safety.
- Excellent written and verbal communication skills, with the capacity to engage senior leadership, country teams, and external partners effectively.
- Familiarity with governance arrangements, including how to allocate accountability and assurance responsibilities across global, regional, and country levels.
- Consultancy experience delivering prioritised action plans and implementation roadmaps within agreed timeframes.
