Job Description

Role Overview

Scofield Associates is building a multidisciplinary team of associate consultants for a regional assignment supporting a multi-year, donor-funded programme. The role combines Third-Party Monitoring (TPM), Data Quality Assessment (DQA), and financial oversight, with the core focus on independently verifying how funds are used and whether reported results are credible. You will spend much of your time examining transaction records, interviewing subgrantee staff and stakeholders, and documenting financial and programmatic risks that feed directly into consolidated donor reporting.

Key Responsibilities

  • Perform risk-weighted financial spot-checks on programme expenditure, payment trails, and subgrantee transaction records to detect irregularities and control weaknesses.
  • Assess financial transactions against donor regulations, especially EU or equivalent multilateral frameworks, and flag potential compliance breaches with clear evidence.
  • Support subgrantee financial reviews, including verification of cash management, procurement procedures, and reporting accuracy.
  • Carry out desk reviews of financial documentation and compare supporting records with submitted financial reports.
  • Join field visits to conduct physical verification of funded activities, triangulating financial records with observable results.
  • Interview project staff, finance officers, and community-level stakeholders to confirm how funds are used and to identify potential red flags.
  • Contribute well-documented financial findings to integrated TPM and DQA reports, ensuring recommendations are practical and actionable.
  • Collaborate with other team members to ensure financial risks are aligned with data quality issues across the full monitoring framework.

Requirements & Qualifications

  • A Master’s degree in Accounting, Finance, or a closely related discipline.
  • A professional accounting qualification such as CPA, ACCA, or an equivalent internationally recognised certification.
  • At least 10 years of relevant experience in financial monitoring, internal or external audit, or financial compliance review of donor-funded programmes.
  • Direct experience applying EU financial compliance rules and familiarity with other multilateral donor requirements are strongly preferred.
  • Demonstrated ability to review financial controls and transaction-level data for civil society organisations or community-based subgrantees.
  • Strong report-writing skills, with the ability to translate complex financial findings into clear and concise monitoring language.
  • A PhD in a related field will be considered an added advantage.
