Job Description

Job Overview

This position supports the Regional Financial Comptroller in overseeing the financial management of the UK Home Office-funded Regional Counter-Smuggling Programme. The role involves monitoring financial expenditure, ensuring accountability, and coordinating with implementing missions across the region. The incumbent will provide technical financial assistance to project managers, maintain accurate financial records, prepare budgets and reports, and facilitate compliance with IOM policies and donor requirements.

Responsibilities

  • Support the Regional Financial Comptroller in monitoring the financial management of the UK HO-funded Regional Counter-Smuggling Programme, including oversight of financial expenditure and accountability.
  • Undertake preliminary financial analysis in close coordination with implementing missions, monitor budget control processes, and follow up on the implementation of effective internal controls and the financial resources management system.
  • Provide technical support to programme Project Managers and the Regional Programme Coordinator throughout the project cycle to ensure compliance with IOM policies and donor-specific requirements.
  • In coordination with implementing missions, ensure accurate entry of accounting data related to the UK HO project into the ERP system, in line with IOM financial rules and practices, and maintain accurate financial records, including electronic and hard copies of supporting documentation.
  • Schedule and coordinate regular meetings with project managers and finance focal points from implementing missions to review burn rates, identify red flags, and escalate issues to programme and finance teams while providing guidance to align actual burn rates with planned expenditure.
  • Assist the Programme Coordinator and guide implementing missions on procurement of beneficiaries' assets, inventory management, and the procurement plan to ensure adherence to organizational policies and donor requirements.
  • Prepare the Regional Office’s programme budget for Year 2 and Year 3, and coordinate the preparation, review, and endorsement of project budgets, including revisions for implementing missions and the Regional Office.
  • Inspect payroll versus the programme budget, ensuring salaries are correctly allocated to the respective project in line with IOM's projectization criteria and budget allocations for both the Regional Office and implementing missions.
  • Prepare quarterly, progress, ad hoc interim, annual, and final financial reports in line with IOM policies and donor requirements, and coordinate timely review, endorsement, and submission to the donor.
  • Liaise with relevant Units at Headquarters, Administrative Centres, and the Regional Office regarding accounting, financial, and administrative activities of implementing missions, and provide technical inputs for financial situation reports.
  • Support the Regional Management Officer/Senior Regional Management Officer in coordinating the administrative management functions of implementing missions under the programme, including recruitment, personnel administration, and related activities, in accordance with IOM policies.
  • Assist the Regional Project Coordinator in forecasting cash flows according to activities in implementing missions and verify that programme funding is received in accordance with donor agreements.
  • Make recommendations on procedural improvements and contribute to training staff working on the programme in accounting, finance, and compliance with financial procedures; facilitate capacity building and knowledge sharing in finance, accounting, and budget fields.
  • Support the Regional Financial Comptroller in facilitating the financial audit of the programme/project in accordance with donor agreements.
  • Provide support in the selection of implementing partners, monitor and review their financial reports, supporting documentation, and expenditures to ensure compliance with donor requirements, contractual agreements, and organizational financial policies.
  • Coordinate with the Regional Resource Management Officer in processing payment transactions for the programme and other related day-to-day financial activities.
  • Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Accounting, Business Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • Bachelor’s degree in the above fields with four years of relevant professional experience.
  • Professional certification as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in accounting, financial management, and reporting.
  • Experience in preparing clear and concise financial and management reports.
  • Experience working in and with international institutions.
  • Experience with internal control assessment, internal or external audit.
  • Previous work experience in the Region is an advantage.
  • Previous working experience in emergency operations is an advantage.

Skills

  • Knowledge of International Public Sector Accounting Standards (IPSAS).
  • Knowledge of IOM/UN accounting system, software, and procedures, as well as Common System regulations, policies, and procedures (distinct advantage).
  • Familiarity with financial oversight and public administration is an advantage.
  • Knowledge of MS Office products and good computer literacy skills are required.
