Role Overview
This position supports the planning, delivery, and oversight of emergency response and disaster risk reduction initiatives across the country program. Working closely with the Emergency Manager, you will guide field-level assessments, coordinate community and partner engagement, monitor evolving crisis triggers, and contribute directly to ensuring that aid reaches affected populations in a timely, principled, and compliant manner. Your day-to-day focus is translating response strategies into concrete action, maintaining data quality and records, and keeping all stakeholders informed of progress and emerging needs.
Key Responsibilities
- Lead or support rapid needs assessments, baseline data collection, and field evaluations that inform the design of emergency interventions and response strategies.
- Assist in developing detailed implementation plans, work plans, budgets, technical specifications, and standard operating procedures for humanitarian activities.
- Coordinate the rollout of emergency response activities in assigned areas, ensuring alignment with approved plans, budgets, and timelines, and adapting quickly to changing conditions.
- Conduct regular field monitoring visits to verify the quality of interventions, validate progress against targets, and document both successes and operational bottlenecks.
- Maintain up-to-date records of beneficiaries, project activities, feedback received, and other essential documentation to support transparency and reporting.
- Mobilize communities and local stakeholders, encouraging meaningful participation from women, men, youth, persons with disabilities, and other vulnerable groups in every phase of programming.
- Support procurement and logistics by preparing technical inputs, verifying field conditions, and tracking delivery of supplies and services to intended locations.
- Prepare timely weekly, monthly, and quarterly updates, and promptly report security incidents, safeguarding concerns, and operational risks through the appropriate channels.
Requirements & Qualifications
- Degree or diploma in public health, nursing, community development, clinical medicine, or a directly related discipline.
- At least three years of professional experience in emergency, relief, or development programming, including hands-on delivery of large-scale community-based humanitarian projects.
- Proven work experience in arid and semi-arid lands (ASAL), with a strong grasp of the context and operational realities in those areas.
- Demonstrated ability to design and implement humanitarian response activities, particularly in response to disease outbreaks and rapid-onset emergencies.
- Solid experience applying community engagement, participatory assessment, and negotiation approaches with diverse local actors.
- Strong understanding of SPHERE standards and other relevant international and national humanitarian frameworks.
- Excellent written and verbal communication skills, with the capacity to build effective working relationships within a multidisciplinary team.
- Proficient in MS Office and comfortable with common software tools needed for reporting, data management, and project documentation.
