Role Overview
This position places you at the centre of how a global development programme learns, adapts, and proves its contribution to change. You will translate programme strategy into practical monitoring frameworks, support teams and partners across regions to generate credible evidence, and turn that evidence into actionable insight that shapes decisions, advocacy, and future programme design. Your everyday work will involve aligning project milestones with donor expectations, validating data coming in from multiple contexts, and creating spaces where lessons from implementation become a genuine driver of improvement for the organisation and its partners.
Key Responsibilities
- Lead the design and operational delivery of the project’s monitoring, evaluation, and learning framework, ensuring global teams and local partners follow agreed protocols and deliver results on schedule.
- Develop and refine data collection methods and tools that work across diverse regions, balancing the need for comparability with respect for local context and partner capacity.
- Maintain central systems for tracking output and outcome indicators, building dashboards and visual summaries that make programme performance visible and comprehensible to internal and external stakeholders.
- Review and validate partner-submitted data and narrative technical reports, chasing inconsistencies and ensuring that all figures, claims, and case studies are solid enough for donor reporting and public communication.
- Conduct field-level data quality assessments and provide hands-on support to enumerators and partner staff, turning findings into clear recommendations and documented lessons.
- Apply and promote qualitative and participatory evaluation approaches — such as Outcome Harvesting — to capture changes that numbers alone cannot reveal, including shifts in power relations, social norms, and inclusive governance.
- Coordinate baseline, mid-term, and endline studies, including drafting terms of reference, selecting and briefing consultants, managing regional input, and ensuring follow-up on recommendations.
- Lead the planning and facilitation of a global learning community for programme teams and partners, through structured online exchanges and occasional in-person gatherings.
- Support the development of regional learning agendas and knowledge management strategies, ensuring they are aligned with each region’s priorities and the overall theory of change.
- Work with planning colleagues to produce annual workplans that integrate monitoring activities, learning moments, communication outputs, and advocacy milestones.
- Contribute strategic data analysis and high-quality reporting for quarterly and annual donor submissions, highlighting trends, risks, and evidence-linked recommendations.
- Support the communications function by translating monitoring findings and learning insights into compelling narratives that reinforce the programme’s positioning and advocacy messages.
Requirements & Qualifications
- Bachelor’s degree in Development Studies, Social Sciences, International Development, Public Policy, Political Science, International Relations, or a closely related field.
- At least five years of hands-on experience designing and coordinating monitoring, evaluation, and learning systems for national or global programmes, including direct exposure to donor-funded projects.
- Strong working knowledge of both quantitative and qualitative research methods, indicator design, data quality assurance, and the practical integration of evidence into adaptive management and strategic decision-making.
- Demonstrated ability to design and deliver learning activities using participatory and inclusive facilitation techniques, whether online, offline, or in blended hybrid formats.
- Proven experience collaborating effectively in multicultural, decentralised teams, with skill in supporting colleagues and partners who work in different time zones and institutional settings.
- Familiarity with data visualisation platforms and digital tools for managing performance data.
- Ability to document good practices, articulate lessons clearly, and profile programme learning through diverse channels, including international forums and media.
- Understanding of civic space, civil society strengthening, human rights, gender equality, social inclusion, and safeguarding standards in development programming.
- Strong written and verbal communication in English, with demonstrated experience producing high-quality reports for donors and other external audiences. Additional proficiency in Spanish, Arabic, French, or Swahili is a distinct advantage.
- Excellent analytical, facilitation, and problem-solving skills, with a collaborative approach to influencing project teams, partners, and senior leadership.
