Job Description

Job Title: Director, Human Resource Management and Administration

Job Purpose

To provide strategic leadership and coordination of human resource management and administration functions, ensuring compliance with policies, laws, and regulations while fostering a productive work environment.

Duties and Responsibilities

  • Oversee the development, implementation, and review of strategies, frameworks, work plans, legislation, policies, guidelines, procedures, and regulations on human resource management and administration.
  • Coordinate the development, implementation, and review of the organization structure, career progression guidelines, talent management, and succession plans.
  • Coordinate recruitment, selection, promotions, training, development, compensation, benefits, retention, and separation processes.
  • Coordinate the administration of the declaration of income, assets and liabilities, and the public officer code of conduct and ethics.
  • Coordinate disciplinary control procedures.
  • Coordinate the management and administration of staff pensions, welfare, health, and safety.
  • Coordinate the management of staff welfare schemes such as group personal life and accidents, medical, and insurance schemes.
  • Promote Values and Principles of Public Service and ensure compliance.
  • Spearhead the establishment and maintenance of a skills inventory and staff and payroll audits database.
  • Oversee the development, implementation, and review of the Anti-FGM Board terms and conditions of service.
  • Coordinate and monitor staff performance appraisals.
  • Oversee implementation, maintenance, and updating of the human resource management information systems.
  • Coordinate office accommodation, registries, and administrative services.
  • Coordinate the establishment and maintenance of a catalogue and schedule of all Board assets and properties.
  • Ensure compliance with administrative statutory and regulatory requirements such as property and motor insurance cover and logbooks.
  • Coordinate work environment surveys to improve work conditions.
  • Coordinate the identification of unserviceable and obsolete assets for disposal.
  • Promote and ensure compliance with data protection.
  • Manage, mentor, coach, and develop staff.
  • Facilitate capacity building in human resource and administration matters.

Qualifications and Requirements

Academic and Professional Qualifications

  • Served in the grade of Assistant Director, Human Resource Management and Development for a minimum period of three (3) years.
  • Bachelor’s degree in any of the following disciplines: Public/Business Administration, Human Resource Management, Business Management, Public Administration, Political Science, Social Sciences, Management, or an equivalent qualification from a recognized institution.
  • Master’s degree in any of the following disciplines: Business Administration, Human Resource Management, Business Management, Public Administration, Political Science, or an equivalent qualification from a recognized institution.
  • Certified Human Resource Professional, CHRP (K), or its equivalent.
  • Leadership course lasting not less than six (6) weeks from a recognized institution.
  • Certificate in computer applications skills from a recognized institution.
  • Conversant with the Kenya Labour Laws.
  • Met the requirements of Chapter Six (6) of the Constitution on leadership and integrity.
  • Demonstrated professional and managerial competencies and ability as reflected in work performance and results.
