Role Overview

The Deputy Director, Finance & Accounts at the Kenya National Commission on Human Rights (KNCHR) is a senior leadership role charged with protecting the integrity of public money while enabling the Commission’s human rights mandate. Reporting to the Director – Corporate Services, you will lead the full financial management cycle — from budget formulation and parliamentary defence to statutory reporting, cash flow planning, and external audit coordination — while ensuring compliance with Kenya’s Public Finance Management Act and related Treasury requirements. Based in Nairobi, this is an executive accounting and governance position that requires a Certified Public Accountant with deep experience in public-sector financial operations. Key Responsibilities

• Direct the development and regular review of the Commission’s financial strategies, accounting policies, internal controls, and risk management framework.
• Lead the annual and supplementary budget preparation process, including presentation and defence before the National Treasury and the National Assembly.
• Provide the Director and Commissioners with reliable advice on revenue projections, cash flow sustainability, and strategic funding options.
• Oversee budget execution across head office departments and regional offices, identifying variances and recommending corrective action before cost overruns occur.
• Approve payment vouchers, expenditure requests, and imprest in line with approved budgets and Treasury regulations.
• Manage the end-to-end preparation of quarterly, annual, and special financial statements submitted to Parliament, the National Treasury, and the Commission’s leadership.
• Coordinate statutory audits with the Office of the Auditor-General, track management letters, and ensure full implementation of audit recommendations.
• Supervise finance division managers, conduct performance appraisals, build team capability, and represent KNCHR in inter-agency financial and donor coordination forums.

Requirements & Qualifications

• A Master’s degree in Commerce, Accounting, Finance, Business Administration, or an equivalent advanced qualification from a recognised university.
• A Bachelor’s degree in Commerce (Accounting or Finance), Business Administration (Accounting or Finance), Economics, Actuarial Science, or a related field.
• Certified Public Accountant of Kenya (CPA-K) with current active membership in good standing with ICPAK.
• A Strategic Leadership Development Programme (SLDP) certificate of at least six weeks from the Kenya School of Government or an equivalent recognised programme.
• A minimum of eight years of progressive financial management experience in a comparable public-sector or reputable private-sector institution.
• Demonstrated compliance with Chapter Six of the Constitution of Kenya on integrity and leadership.
• Strong working knowledge of the PFM Act, Treasury regulations, public procurement integration, IPSAS reporting standards, and the Integrated Financial Management Information System (IFMIS).
• Proven proficiency with Sage Pastel Evolution, financial modelling tools, stakeholder engagement, and resource mobilisation negotiations.
