Chief Executive Officer (CEO) – Anti-FGM Board

Job Overview

The Chief Executive Officer shall serve as the Secretary to the Board and as the Accounting and Authorized Officer of the Anti-FGM Board. As head of the Anti-FGM Secretariat, the CEO is responsible to the Board for the day-to-day administration and management of the Board’s affairs.

Duties and Responsibilities

  • Overall responsibility for the direction, organization, and administration of the Board’s programs.
  • Spearheading the formulation, implementation, and review of the Board’s policies, procedures, strategies, standards, and guidelines, and submitting them to the Board for consideration.
  • Supervising and maintaining discipline among the staff of the Board.
  • Subject to Board directions on policy, being responsible for administration and management of the Board.
  • Appointing temporary professionals and other staff as required by the Board, at fees approved by the Board.
  • Providing strategic leadership and ensuring excellence in service delivery at the Anti-FGM Board.
  • Advising the Board, the Cabinet Secretary, and the Ministry of Gender on matters pertaining to Anti-FGM.
  • Executing and communicating the Board’s strategies, decisions, and policies to the Secretariat.
  • Providing a linkage between the Board and the Secretariat.
  • Spearheading the Board’s development agenda, including formulation and implementation of the master plan.
  • Overseeing the development, implementation, and review of the Board’s projects, programs, annual business plans, and long-term strategies.
  • Ensuring compliance with the Anti-FGM Act and all other relevant legal provisions governing the Board’s operations.
  • Overseeing the preparation of annual budgets and work plans, and establishing proper internal monitoring and control systems and procedures.
  • Putting in place sound strategies for prudent utilization and safeguarding of the Board’s resources and assets.
  • Coordinating preparation of annual financial statements and submitting them to the Board, National Treasury, Parliament, and the Controller of Budget as required by law.
  • Ensuring budget spending is within the provisions of the Public Financial Management Framework.
  • Enhancing collaboration and engagement with stakeholders and partners in support of the Board’s core business, development plans, and projects.
  • Continuous improvement of the quality and value of services provided by the Board.
  • Promoting the corporate image and visibility of the Board.
  • Upholding integrity and professionalism in performing Board functions.
  • Championing national values and principles of public service.
  • Mobilizing resources from non-state sources, including donors, for Anti-FGM programs and projects.
  • Nurturing and maintaining a conducive work environment to attract, retain, and motivate employees.
  • Building capacity and managing staff performance.
  • Performing any other duties as assigned by the Board or as provided by law.

Qualifications and Experience

Minimum Requirements:

  • At least fifteen (15) years of relevant work experience, with five (5) years in a senior management level.
  • Bachelor’s degree in any of the following: Sociology, Anthropology, Education, Gender Studies, Social Development, Community Development, Social Work and Welfare, Disaster Mitigation and Management, Counselling, Psychology, Project Planning and Management, Community Health and Development, or an equivalent qualification from a recognized institution. OR a Bachelor’s degree in any Arts or Science plus a Post Graduate Diploma in Education from a recognized institution.
  • Master’s degree in any of the following: Sociology, Anthropology, Education, Gender Studies, Social Development, Community Development, Social Work and Welfare, Disaster Mitigation and Management, Counselling, Psychology, Project Planning and Management, Community Health and Development, or any other relevant field from a recognized institution.
  • A leadership course lasting not less than four (4) weeks from a recognized institution.
  • Certificate in computer application skills from a recognized institution.
  • Meeting the requirements of Chapter Six of the Constitution on leadership and integrity.
  • Membership to a professional body (where applicable).
  • Demonstrated outstanding professional competence and managerial capability reflected in work performance and results.
  • Demonstrated thorough understanding of national strategic goals, policies, and development objectives, and ability to translate them into the Board’s mandate.
