Assistant Director/Monitoring And Compliance (Central & Eastern Region)

Role Overview

This senior leadership role is at the heart of ensuring that licensed operators in telecommunications, broadcasting, postal, and courier services meet their legal and technical obligations. You will lead a team of inspectors and monitoring officers, directing day-to-day compliance checks, equipment installation reviews, and content audits to uphold regulatory standards and protect national interests. Your work directly supports the integrity of the country’s communications infrastructure and the quality of services delivered to the public.

Key Responsibilities

• Design, implement, and continuously improve inspection and monitoring procedures for all licensees in the spectrum, broadcasting, telecoms, postal, and courier sectors.
• Oversee the scheduling and execution of on-site inspections to verify adherence to licence terms, technical installation standards, and broadcast content rules.
• Lead enforcement actions when non-compliance is detected, including coordinating with legal teams and preparing evidence for regulatory proceedings.
• Manage the accuracy of compliance returns submitted by licensees, initiating targeted audits when discrepancies arise.
• Direct the measurement, analysis, and public reporting of Quality of Service (QoS) indicators for telecoms and postal operators.
• Ensure all monitoring equipment is calibrated, maintained, and operational according to current service contracts, and plan for upgrades as technology evolves.
• Formulate national positions on spectrum and broadcast matters, representing the authority at international treaty conferences and standardisation forums.
• Coordinate the review and drafting of policies, legislation, and guidelines related to inspections and monitoring, adapting to emerging technologies and market changes.

Requirements & Qualifications

• Bachelor’s degree in Electrical Engineering, Electronic Engineering, Telecommunications Engineering, Information Technology, Computer Science, Software Engineering, Physical Sciences, Commerce, Economics, or an equivalent qualification.
• Master’s degree in one of the above fields or a closely related discipline such as Commerce or a relevant engineering or IT specialisation.
• Minimum twelve (12) years of cumulative work experience, including at least three (3) years in a supervisory or comparable senior role.
• At least three (3) years of service at the level of Principal Officer (or an equivalent position) within a similar regulatory or technical environment.
• Full membership in a relevant professional body (e.g., Engineers Board of Kenya, ICT Authority registration) where applicable, plus a valid practicing license if required by that body.
• Completion of a leadership course lasting at least four (4) weeks from a recognised institution.
• Proven proficiency in computer applications, particularly data analysis, reporting, and inspection management tools.
• Demonstrated merit and ability as reflected in consistent work performance and measurable results.
• Compliance with the requirements of Chapter Six of the Constitution of Kenya 2010 (including clearance from relevant agencies).
