Role Overview

This senior role leads the day-to-day operations of a consumer protection section within a regulatory authority, reporting to the Deputy Director. The officer drives the development and execution of policies, research, and outreach programmes that safeguard consumer interests in the ICT sector. Why this matters: the position directly shapes how regulatory decisions and market practices are aligned with consumer empowerment, trust, and legal compliance.

Key Responsibilities

  • Lead advocacy efforts to embed consumer perspectives in regulatory instruments, policies, and legislative proposals.
  • Provide expert advice on consumer issues to the Authority’s management committee, ensuring informed decision-making.
  • Oversee the strategic and operational management of the section, including resource allocation (budget, personnel, tools).
  • Drive the creation of evidence-based policies and frameworks derived from departmental research and market analysis.
  • Design and implement mechanisms to identify and address emerging consumer concerns in the ICT market.
  • Develop and execute consumer protection and empowerment policies, procedures, and public education campaigns.
  • Monitor market trends and consumer behaviour through targeted research, using findings to inform regulatory interventions.
  • Build and maintain relationships with strategic stakeholders to enhance consumer protection initiatives and coordinate outreach efforts.
  • Ensure timely reporting on the performance of public education programmes, campaigns, and consumer compliance monitoring.
  • Assess licensee compliance with consumer protection laws and guidelines, and disseminate clear, accurate information to target audiences.
  • Lead consumer outreach events, responding directly to stakeholder enquiries and representing the Authority.

Requirements & Qualifications

  • Education: Bachelor’s degree in Applied/Physical Sciences, Humanities, Social Sciences, Business, or a recognised equivalent. Master’s degree in the same fields is mandatory.
  • Experience: Minimum 12 years of relevant work experience, with at least 3 years in a supervisory or comparable position. Must have served at least 3 years as a Principal Officer or equivalent level.
  • Professional Membership: Membership in a relevant professional body (where applicable) and a valid practising license if required.
  • Leadership Training: Certificate in a leadership course lasting at least four weeks from a recognised institution.
  • Computer Proficiency: Demonstrated ability with standard computer applications.
  • Performance Record: Evidence of merit, ability, and results in work performance.
  • Constitutional Compliance: Must meet the requirements of Chapter Six of the Constitution of Kenya 2010 (e.g., ethics, integrity, leadership).
