Role Overview

This position sits within a public-sector finance office, where the core day-to-day work involves safeguarding the integrity of financial records, processing payment and receipt documentation, and ensuring every transaction complies with established public finance rules. The role matters because it keeps institutional money flows accurate, transparent, and auditable — from the moment a voucher arrives to the point cash is withdrawn and accounted for.

Key Responsibilities

  • Examine and certify payment vouchers, commitment documents, and supporting paperwork against the institution's financial regulations and public procurement guidelines.
  • Capture financial transactions into primary records, including cashbooks, ledgers, vote books, and other statutory registers, ensuring entries are complete and traceable.
  • Prepare routine finance returns such as impress statements, expenditure reports, and other management summaries required for internal control and oversight.
  • Act as custodian of institutional records and physical assets, maintaining orderly filing systems and safeguarding sensitive financial documentation.
  • Review and analyse accounts, verifying that received payment and receipt vouchers are properly authorised, computed, and coded before processing.
  • Balance and rule off cashbooks on a daily basis, investigating and resolving any discrepancies between book balances and physical cash holdings.
  • Arrange cash withdrawals for office operational needs, ensuring funds are transported and stored securely at all times.
  • Extract cash liquidity analyses to help supervisors monitor available funds and plan disbursements without exceeding authorised limits.
  • Maintain strict control over cheques and cheque books, preventing unauthorised access, misuse, or loss of negotiable instruments.

Requirements & Qualifications

  • A bachelor's degree in commerce, specialising in accounting or finance, from a recognised university.
  • Passed Part II of the Certified Public Accountants (CPA) examination — either the CPA(K) route or an approved equivalent qualification.
  • A certificate in computer applications, demonstrating practical proficiency in spreadsheets, word processing, and basic accounting software.
  • At least two years of relevant work experience in financial record-keeping, cash management, or public sector accounting duties.
  • A working understanding of government or institutional financial regulations, including voucher processing, commitment accounting, and cashbook maintenance.
  • Strong attention to detail, numerical accuracy, and the ability to work under deadlines while maintaining orderly records.
  • Demonstrated integrity and reliability, particularly in handling cash, cheques, and confidential financial information.
