Job Description
Key Responsibilities
- Coordinate data collection and reporting for county program activities, including HTS, ART, TB, VL, PMTCT, EID, and CBS, ensuring data completeness, accuracy, and timeliness.
- Provide technical assistance and orient facility staff on reporting requirements, indicator definitions, and the use of data capture and aggregation tools.
- Participate in identifying training needs and support capacity building for county health teams, project staff, and partners.
- Ensure availability and functionality of appropriate data collection tools for non-EMR sites and functional EMR systems for all supported facilities, maintaining clear and up-to-date tracking records.
- Collaborate with and build capacity of County and Sub-County Health Records and Information Officers (HRIOs) to support standardized implementation of M&E functions, including EMR, RDQA, DDIU, CQI, and CLA across supported facilities.
- Work closely with M&E associates and County Health Management Teams (CHMT) to conduct structured mentorship and on-the-job training (OJT) for facility staff on MEL functions.
- Ensure timely availability of data for entry into KHIS, project databases, and PEPFAR reporting systems in line with the data calendar and reporting deadlines.
- Lead support for EMR implementation and troubleshoot system challenges in supported health facilities.
- Conduct data cleaning and field-level error reconciliation in collaboration with county and program technical teams to ensure data integrity across PRISM, KHIS, DATIM, and other platforms.
- Lead county-level routine data quality audits, including on-site data verifications (OSDVs).
- Support the Ministry of Health in strengthening health information systems for data collection, analysis, and synthesis.
- Serve as the link between the County Health Records and Information Office and the Nuru Ya Mtoto County Team.
- Foster strong partnerships with other PEPFAR implementing mechanisms to facilitate bidirectional data sharing for integrated services such as PMTCT and OVC.

Required Training and Work Experience
- Minimum of a degree in Health Records, Public Health, Biostatistics, Epidemiology, Computer Science, Social Sciences, or a related field, with formal training in Monitoring and Evaluation.
- At least 5 years of relevant professional experience in M&E within HIV/AIDS programs, particularly Care and Treatment.
- Demonstrated experience supporting EMR implementation in health facilities.
- Relevant experience in information technology, M&E systems, data management, and quality improvement.
- Experience documenting program work and best practices through scientific or technical writing.
