Technical Advisor, Monitoring, Evaluation and Learning (MEL)
Job Overview
Position Overview
CHAI currently seeks an experienced and highly analytical Technical Monitoring, Evaluation and Learning (MEL) Advisor to work with the Ministry of Health (MoH) National Health Intelligence Centre (NHIC) to lead the development, implementation, and continuous improvement of the MEL framework for AI and digital health initiatives. The Advisor will play a central role in tracking progress, evaluating outcomes, and documenting learnings across NHIC’s programs, including the AI Lab, ensuring that all interventions are guided by data-driven insights, meet quality standards, and generate evidence to inform strategic decision-making at the national level.
The role involves working closely with AI engineers, data scientists, and program leads to establish performance indicators, design evaluation methodologies, manage data collection systems, and synthesize findings for reporting and learning. The Advisor will also lead efforts to document success stories, challenges, and lessons learned, and will use MEL evidence to strengthen reports, project frameworks and critical NHIC publications — translating results into compelling narratives that demonstrate NHIC’s impact and support the Centre’s case for sustained and expanded investment.
They will be seconded to the NHIC and will report to the NHIC Data Science Lead and, in parallel, to the CHAI’s Associate Program Director, Health Systems Strengthening while collaborating with MoH departments, Rwanda Biomedical Centre (RBC), and implementing partners to align MEL activities with national health priorities and reporting systems. The ideal candidate is rigorous, analytical, and committed to accountability, learning, and continuous improvement, helping to translate data into actionable insights that advance Rwanda’s digital health and AI-driven transformation agenda.
