Role Overview
This role leads a regional programme focused on countering migrant smuggling and strengthening migration and border management. You will guide delivery across multiple country offices, manage resources and performance, and build partnerships with government and international stakeholders to ensure activities respond to regional needs and achieve intended results.
Key Responsibilities
- Oversee programme strategy and implementation, track progress against objectives and donor commitments, address delivery challenges, and identify effective approaches that can be applied across participating countries.
- Coordinate work between country offices, IOM teams, headquarters specialists, and implementing partners to support consistent, joined-up delivery.
- Develop and oversee tailored capacity-building activities on counter-smuggling, migration, and border management for relevant public institutions and programme teams, working with technical experts and partners.
- Maintain regular contact with government counterparts, donors, country-office focal points, technical specialists, and other stakeholders to adjust programme direction and connect activities with related initiatives.
- Represent the programme in relevant regional and national forums, strengthen working relationships, and pursue cooperation with government authorities, UN agencies, civil society, international organizations, academia, and private-sector actors.
- Assess emerging priorities and opportunities for future regional programming in coordination with country offices, the Senior Regional Thematic Specialist, government partners, and other stakeholders.
- Ensure sound programme administration, including compliance with organizational procedures for staffing, budgeting, financial oversight, donor reporting, and risk management.
- Promote monitoring, evaluation, and learning; support research and the use of lessons and evidence to improve implementation, and supervise programme staff and consultants.
- Undertake field visits and other travel to monitor activities, assess needs, liaise with counterparts, and support delivery.
Requirements & Qualifications
- Master’s degree in management, social science, law, international relations, regional studies, or a related discipline, with at least seven years of relevant professional experience; alternatively, a university degree in one of these fields with at least nine years of relevant experience.
- Substantial experience managing large, multi-country programmes or projects, preferably involving migration, border management, or law enforcement.
- Professional experience in migration and border management, including both policy and operational work; familiarity with integrated border management, border technologies, and capacity development is particularly relevant.
- Demonstrated experience supervising staff and leading programme teams.
- Experience developing, delivering, and reporting on projects, including responsibility for budgets and financial matters.
- Track record of building effective working relationships with government and diplomatic representatives, regional and international institutions, UN agencies, and civil society organizations.
- Understanding of UN inter-agency programme requirements and other donor procedures.
- Strong programme planning, coordination, and logistical skills, along with sound judgment and the ability to resolve operational issues promptly.
- Excellent spoken and written English and practical proficiency with Word, Outlook, Excel, and PowerPoint.
- Professionalism, adaptability, efficiency, and the ability to meet demanding deadlines; familiarity with East and Horn of Africa is an advantage.
