Role Overview
This role leads performance management for a large fixed-amount global health award, keeping more than 170 milestones across 13 countries visible, measurable, and on track. By connecting reliable data with practical forecasts and timely action, the position helps country and global teams address delivery risks and make informed programmatic and financial decisions.
Key Responsibilities
- Build and oversee a consistent approach to milestone definition, monitoring, verification, forecasting, and reporting across countries and technical areas, including malaria, maternal and child health, HIV, tuberculosis, and polio.
- Create and maintain a centralized tracking platform that brings together country and global data, with dashboards and scorecards showing milestone status, trends, forecasts, and emerging concerns.
- Set data quality, documentation, and reporting standards, and establish regular monthly reviews and checkpoint assessments.
- Develop attainment forecasts and analyze milestone performance to identify risks to targets, payment timing, and award outcomes; escalate concerns and coordinate mitigation planning.
- Work with Monitoring, Evaluation, and Learning (MEL) teams to connect milestone tracking with existing monitoring frameworks, and help country teams interpret requirements, indicators, and methods.
- Convene performance reviews with technical, MEL, finance, and program colleagues; provide guidance and strengthen country teams’ ability to monitor progress and manage risks.
- Investigate performance gaps, recommend corrective actions, and track whether improvement measures are implemented and effective.
- Prepare portfolio reports and leadership briefings, translating complex data into clear priorities for intervention, annual planning, target setting, and adaptive management.
Requirements & Qualifications
- Master’s degree in public health, international development, monitoring and evaluation, data analytics, business administration, or a related discipline, or an equivalent combination of education and experience.
- At least seven years of progressively responsible experience in program performance management, monitoring and evaluation, data analytics, project management, or a closely related field.
- Experience supporting complex, donor-funded global health programs in low- and middle-income countries and coordinating stakeholders across multiple countries.
- Demonstrated ability to develop and manage performance tracking systems and dashboards, using Power BI, Tableau, Excel, or comparable tools.
- Strong analytical and visualization skills, including the ability to turn performance information into actionable program and operational decisions.
- Effective project management and organizational skills, with careful attention to detail and the ability to coordinate across technical and operational teams.
- Legal authorization to work in the country of hire.
- Preferred: experience with fixed-amount awards, results-based financing, performance-based contracts, or milestone-funded programs; familiarity with donor compliance, award management, program finance, and MEL methodologies; or experience supporting malaria, maternal and child health, HIV, tuberculosis, or polio portfolios.
- Preferred: experience leading the development of organization-wide performance management systems and professional fluency in both French and English.
