Role Overview
Reporting to the Country Representative, the Program Manager leads the design, delivery, and development of the organization’s programme portfolio in Kenya and Somalia. As part of the Country Management Team, the role guides a multi-sector team working across humanitarian and development settings, ensuring programmes are relevant, high quality, accountable, and consistent with country and global strategies. The manager also advises the Country Representative on programme priorities and helps strengthen the portfolio through partnerships, funding opportunities, and organizational learning.
Key Responsibilities
- Set programme direction across Kenya and Somalia, translating country and global strategies into clear priorities and plans.
- Oversee programme quality and performance, ensuring activities are effective, accountable, relevant to community needs, and responsive to changing contexts.
- Monitor compliance with donor requirements and internal standards across the programme portfolio.
- Lead and support the multi-sector programme team, promoting coordinated delivery across humanitarian and development work.
- Identify opportunities to expand programmes and mobilize resources in line with strategic priorities.
- Build and maintain partnerships that strengthen programme delivery and support portfolio growth.
- Use programme monitoring, evaluation, and learning to guide improvements and share lessons across teams.
- Advise the Country Representative and contribute to Country Management Team decisions on programme matters.
Requirements & Qualifications
- Demonstrated experience providing strategic leadership and oversight for a multi-sector programme portfolio.
- Experience managing programmes in both humanitarian and development contexts.
- Skills in programme quality assurance, performance management, and donor compliance.
- Experience with resource mobilization, programme growth, and partnership development.
- Ability to lead diverse teams working across more than one country.
- Strong capacity to use learning and performance information to improve programme delivery.
