Job Description

Role Overview

This HR Officer position is both an operational and strategic role within a hospital environment. You will support senior leadership by shaping and delivering people-focused initiatives that keep the workforce aligned with broader organisational goals. On a daily basis, this means coordinating recruitment and onboarding, advising managers on performance and disciplinary matters, identifying staff development needs, and keeping accurate HR records and reports that improve decision-making and compliance.

Key Responsibilities

  • Partner with department heads to understand current and future staffing needs, supporting workforce planning and retention strategies that ensure key hospital roles remain filled by capable, engaged people.
  • Run the full recruitment cycle, from drafting and publishing job adverts to screening applicants, coordinating interviews, completing reference checks, and delivering a structured onboarding experience for new hires.
  • Guide supervisors through the performance appraisal process, helping them set clear, measurable targets, track progress, identify underperformance, and implement improvement plans where necessary.
  • Act as a neutral and supportive point of contact for staff concerns, including grievances, conflicts, and disciplinary issues, ensuring resolution follows hospital policy and labour law while preserving workplace relationships.
  • Promote positive staff engagement by coordinating welfare programs, recognition initiatives, and activities that strengthen organisational culture and reduce turnover.
  • Carry out training needs assessments, recommend suitable learning programmes, and coordinate internal or external training sessions, including continuing medical education (CME), while monitoring staff participation and skill development.
  • Keep human resources administration accurate and current, including monthly payroll inputs for overtime, allowances, and deductions, as well as monitoring leave, absenteeism, contract renewals, and probation confirmations.
  • Prepare timely HR reports and documentation for internal stakeholders and external bodies, ensuring all staffing data is accurate, complete, and provided when required.

Requirements & Qualifications

  • A Bachelor’s degree in Human Resource Management, Business Administration, or another directly related discipline.
  • At least three years of progressive HR experience in a fast-paced organisation, ideally within a hospital, clinic, or other healthcare setting.
  • Full membership with the Institute of Human Resource Management (IHRM) and in good professional standing.
  • Sound knowledge of HR best practices, national labour laws, and the specific human resource challenges common in healthcare, including shift work, clinical credentialing, and staff well-being.
  • Strong communication and interpersonal skills, with the ability to relate professionally to clinical and non-clinical staff at every level.
  • A proven ability to handle sensitive employee information with discretion, exercise sound judgement, and demonstrate integrity and emotional intelligence when dealing with difficult situations.
  • Strategic thinking capabilities and the confidence to balance employee needs with the hospital’s operational and institutional objectives.
