Health & Safety Director

Role Overview

The Health & Safety Director will set the safety direction for major water and wastewater infrastructure projects in Dubai, translating project risks and regulatory requirements into practical site-wide controls. Working with project teams, contractors and safety personnel, this senior leader will help protect workers and the public while supporting safe delivery of complex construction, including TBM and SEM tunnelling.

Key Responsibilities

• Establish and oversee health and safety strategies for water and wastewater construction projects.
• Direct safety management across large infrastructure, utility and construction programmes.
• Check that project activities and safety systems meet applicable regulations, contractual requirements and recognised industry standards.
• Assess and manage construction hazards, with particular attention to risks associated with TBM and SEM tunnelling.
• Lead, coach and mentor safety teams, project staff and other personnel with safety responsibilities.
• Review safety performance, identify recurring risks and drive improvements in project controls and practices.
• Work with contractors, stakeholders and delivery teams to embed consistent safety expectations across project sites.

Requirements & Qualifications

• At least 20 years of overall professional experience, including a minimum of five years in a comparable management role on water or wastewater projects.
• Demonstrated leadership in health and safety for major infrastructure, utilities or PPP/concession projects.
• Substantial experience overseeing safety on water and wastewater construction works.
• Practical experience managing safety risks on tunnelling projects using TBM and SEM methods.
• Bachelor’s degree in Occupational Safety and Health or a related discipline.
• NEBOSH Diploma or an equivalent qualification is preferred.
• Strong command of occupational health and safety management systems, construction risk management and safety requirements for infrastructure, utilities and wastewater projects.
• Confident leadership, mentoring and communication skills, including clear written and verbal communication.
• Middle East project experience is desirable.
