Finance Officer – THRIVE

Role Overview

This position sits within the finance unit of a multi-country donor-funded programme, working closely with the project Finance Manager to keep expenditure accurate, auditable, and aligned with both donor rules and internal policies. Day to day, you will review financial reports submitted by partner organisations, verify that transactions are properly supported, and prepare consolidated figures that feed into donor reporting. You will also act as a financial capacity-builder for partners, helping them manage their budgets, and you will maintain the financial records in the Hivos All Solutions (AS) system to support accountability across the entire programme.

Key Responsibilities

• Monitor the financial performance of implementing partners against contractual obligations, flagging risks and ensuring that disbursements only go out when budgets and supporting documents are in order.
• Review partner financial reports for completeness and accuracy, provide clear correction feedback where needed, and sample expenses in line with the organisation’s expenditure verification framework.
• Consolidate executed expenditure from partners and prepare the financial data required for periodic donor reports and internal budget reviews.
• Assess partner audit results and enter evaluation outcomes, findings, and verification control worksheets into the All Solutions system.
• Run monthly expenditure reports from AS, reconcile cash where relevant, and check that every posted transaction is correctly reflected in the project accounts.
• Analyse budget execution against the project plan, recommend reallocations, and apply corrections approved by the Finance Manager to keep spending in line with donor mandates.
• Conduct monthly accounting reviews in AS to identify omissions and discrepancies, then reconcile recorded income and expenses against donor financial reports.
• Support the partner formalisation process by performing or reviewing financial intake assessments, aligning budget codes after contract approval, and closing contracts in AS once final reports are verified.

Requirements & Qualifications

• A degree in finance, accounting, business economics, or a related field, plus a professional certification such as CPA or ACCA.
• One to three years of finance experience, ideally with donor-funded programmes inside international NGOs or development cooperation contexts.
• Hands-on experience in grantmaking, including grant administration, disbursement, monitoring, and closure, preferably across multiple countries.
• Demonstrated ability to manage the full financial cycle—budgeting, forecasting, monitoring, and reporting—for complex, restricted funds.
• Advanced knowledge of accounting principles and comfort with ERP/MIS systems, financial software, and tools like All Solutions.
• Experience in overseeing audits, ensuring tax compliance, and managing financial risk across different country jurisdictions.
• Strong capacity-building skills, with a track record of giving practical financial guidance to partner staff and non-finance colleagues.
• Excellent command of English; working knowledge of French is an added advantage.
