Education Programme Manager Kenya Nairobi (National Role)

Role Overview

This role directs the NYOTA Business Development Services (BDS) project, blending strategic vision with technical oversight from initial planning through final quality checks. You will turn contractual frameworks and the MSEA terms of reference into practical delivery plans, then keep those plans aligned with NRC’s programme management standards while adapting to shifting conditions on the ground. Your work directly determines whether displaced and host-community youth in Kenya can access relevant, inclusive, and effective livelihood opportunities across multiple locations.

Key Responsibilities

• Steer the NYOTA BDS project across all target locations, ensuring delivery complies with NRC’s Programme Management Standards, the approved proposal, budget, workplan, and MSEA terms of reference.
• Translate the MSEA terms of reference, the approved BDS package, and contractual obligations into detailed implementation, delivery, and activity plans covering every project phase.
• Regularly review and update work plans and performance plans so they stay aligned with NRC’s strategy, programme priorities, and donor requirements.
• Ensure BDS delivery methods remain attuned to socio-economic realities, cultural dynamics, and the specific barriers refugee youth face in the target areas.
• Provide technical oversight and quality assurance for all programme activities, confirming they are contextually appropriate and responsive to participant needs.
• Manage programme delivery across multiple locations, coordinating multidisciplinary teams and maintaining consistent quality.
• Oversee monitoring, reporting, learning, and adaptive management processes, using evidence to refine activities as the operational environment changes.
• Build and maintain strong relationships with government agencies, private sector actors, UN bodies, NGOs, and community structures to support programme goals.

Requirements & Qualifications

• A Master’s degree in a relevant field, plus at least 8 years of experience in entrepreneurship, business development services, livelihoods, or a closely related area.
• 5+ years managing entrepreneurship, BDS, or livelihoods programmes, preferably within refugee, humanitarian, or displacement settings.
• Solid grasp of Kenya’s micro and small enterprise (MSE) ecosystem, especially in refugee-hosting regions.
• Demonstrated ability to run multi-location programmes and lead multidisciplinary teams.
• Experience designing programmes that are inclusive, gender-responsive, and disability-inclusive for vulnerable and displacement-affected populations.
• Strong track record engaging stakeholders across government, private sector, UN agencies, NGOs, and community groups.
• Competence in quality assurance, monitoring, reporting, learning, and adaptive management.
• Knowledge of market systems, financial inclusion, and youth entrepreneurship is an advantage.
• Familiarity with World Bank-funded programmes and their procurement requirements is an advantage.
• Prior work in Kakuma, Kalobeyei, and/or Dadaab refugee camps is highly desirable.

What We Offer / Why Join

Duty station: Nairobi, Kenya.

Contract: 6 months. The final duration will be confirmed against the awarded contract and implementation schedule, as this is a conditional recruitment pending funds approval.

Salary and benefits: Grade 9 on NRC’s national contract.
