Job Description

We are seeking a strategic and experienced HR leader to join our team as Deputy Director, Human Resource Management and Development. Reporting to the Director, Human Resource and Administration, this role is responsible for providing strategic leadership across the full HR function, including policy development, workforce planning, talent management, employee relations, performance management, and organizational culture. The successful candidate will be appointed on permanent and pensionable terms of service.

Requirements

  • Bachelor's degree in Human Resource Management or equivalent qualification from a recognized institution; OR a Bachelor's degree in Economics, Sociology, Business Administration, Public Administration, or Commerce plus a Postgraduate Diploma in Human Resource Management/Development or equivalent.
  • Master's degree in Human Resource Management or equivalent qualification from a recognized institution.
  • Certified Human Resource Professional (CHRP-K).
  • At least fifteen (15) years of relevant work experience, three (3) of which must have been in a management position.
  • Leadership course lasting not less than four (4) weeks from a recognized institution.
  • Registered as a full member of the Institute of Human Resource Management (IHRM).
  • Valid Human Resource Management Practicing License from the IHRM.
  • Proficiency in computer applications.
  • Compliance with Chapter Six of the Constitution of Kenya.
  • Strong strategic thinking, innovation, and organizational change management capabilities.
  • Expertise in labor laws, policy interpretation, and stakeholder engagement.
  • Excellent analytical, decision-making, communication, and team mentorship skills.
  • High ethical standards and professional integrity.

Responsibilities

  • Coordinate the formulation and review of Human Resource Management and Development policies, procedures, and regulations.
  • Interpret and advise on the application of HR instruments, labor laws, public service policies, guidelines, and statutory requirements related to human resource management and development.
  • Direct the Hospital's workforce planning, organizational design, and job evaluation exercises.
  • Oversee recruitment, selection, onboarding, and staff placement programs.
  • Lead staff training, development, and capacity-building strategies.
  • Manage the Hospital's Performance Management System, including implementation, monitoring, and evaluation.
  • Coordinate the development, review, and implementation of staff career progression guidelines and succession planning frameworks.
  • Administer employee compensation, benefits, payroll, and staff welfare schemes.
  • Promote and maintain cordial employee and industrial relations, including managing and advising on collective bargaining processes.
  • Handle and resolve disciplinary cases, grievances, and conflicts in line with established policies and procedures.
  • Direct the implementation and maintenance of the Human Resource Information Management System.
  • Advise management on change management initiatives and institutional culture development.
  • Ensure timely preparation and submission of all statutory and internal HR reports.
  • Guide the formulation of the departmental budget and monitor its execution.
  • Mentor and supervise staff within the Human Resource Management and Development Department.
  • Promote National Values and Principles of Governance as outlined in Article 10 and 232 of the Constitution of Kenya.
  • Perform any other duties as may be assigned.
