Job Description

Role Overview

This position serves as the financial backbone for the EU-funded Sheria ya Vijana project, handling daily accounting, payment verification, and donor compliance across a multi-country consortium. Working under EU regulations and Barnfonden policies, the role ensures that every shilling spent is properly documented, eligible, and aligned with approved budgets. By supporting partners with sub-grant management and financial capacity building, the officer directly protects the project's funding and reputation.

Key Responsibilities

  • Oversee daily project accounting, including processing payments, verifying vouchers, and maintaining complete audit trails in line with EU and ChildFund financial rules.
  • Prepare quarterly and annual financial reports for internal review and EU submission, consolidating partner and Barnfonden data into aggregated project statements.
  • Support budget preparation, forecasting, and financial planning across the consortium, tracking expenditures by cost category and flagging overspending or underspending risks.
  • Conduct partner organizational assessments, review sub-grant financial reports, and deliver hands-on mentoring to strengthen partners' reporting, documentation, and compliance systems.
  • Manage the Financial Support to Third Parties (FSTP) framework, from partner selection and contracting through to financial reporting and verification of supporting documents.
  • Review procurement documentation—quotations, purchase orders, contracts, and invoices—to confirm eligibility and compliance before payments are processed.
  • Prepare for and support project audits by organizing records, responding to auditor queries, and ensuring all EU visibility and procurement conditions are met.
  • Track staff advances, travel claims, and local accountabilities, ensuring timely liquidation and maintaining vigilance against fraud, corruption, and safeguarding risks.

Requirements & Qualifications

  • Bachelor's degree in Commerce, Accounting, Finance, or a related discipline.
  • Completion of at least the foundational level of CPA (K) or ACCA qualification.
  • 3–4 years of practical experience in financial administration, voucher verification, and documentation management, ideally within an international NGO.
  • Demonstrated experience managing EU-funded projects or large institutional grants is a strong advantage.
  • Familiarity with donor regulations, cost eligibility rules, and procurement compliance.
  • Proficiency in financial software and spreadsheets, with the ability to maintain accurate records and produce clear reports.
  • Strong communication and coaching skills for working with partners and colleagues across Kenya and Sweden.
