Role Overview
As Area Manager, you will lead Concern’s programmes and field operations across Tana River County, bringing programme, finance and operational teams together to deliver work safely, on schedule and in line with donor commitments. You will guide local planning and performance, develop staff capacity, and represent Concern with county authorities, communities and other partners so that activities remain responsive to local priorities and changing conditions.
Key Responsibilities
- Translate approved programme strategies, proposals and budgets into county-level annual and quarterly costed plans; coordinate project start-up, implementation and timely adjustment of activities.
- Work with programme colleagues, technical advisers, implementing partners and support teams to coordinate multi-sector activities, plan staffing and procurement, and ensure operational requirements are met.
- Review programme quality and progress through field monitoring, implementation reviews and evaluation activities; spend at least half of working time visiting project sites and document findings and follow-up actions.
- Oversee delegated budgets with programme officers and the Programme Coordinator, review monthly finance reports, monitor spending against work plans, and address variances in keeping with donor requirements and internal controls.
- Manage and coach direct reports, set clear performance objectives, identify training needs, support career development and address performance concerns.
- Ensure community participation and cross-cutting commitments—including accountability, gender, protection, conflict sensitivity and environmental considerations—are incorporated throughout programme delivery.
- Coordinate county-level reporting and programme learning, including donor and internal reports, review meetings, success stories and programme briefs; contribute to proposals, concept notes and annual reporting.
- Represent Concern in county coordination forums and maintain constructive relationships with government, communities, peer organisations and other actors; contribute to emergency response, security monitoring and preparedness when required.
Requirements & Qualifications
- Bachelor’s degree in Agricultural Economics, Agronomy, Agribusiness Management, Environmental Science, Disaster Management or a related discipline.
- At least five years of experience implementing multi-sector programmes, including work in livelihoods, nutrition, WASH, community empowerment or climate resilience.
- At least three years of budget management experience, including monitoring expenditure against plans and donor budgets.
- Demonstrated experience with market-based livelihoods approaches, such as cash and voucher assistance, value-chain development, enterprise or SME support, private-sector partnerships and financial inclusion.
- Working knowledge of project cycle management and relevant technical areas, including climate-smart agriculture, community-led disaster risk reduction, WASH, natural resource management and market systems development.
- Experience in rural community development and in managing a diverse team.
- Fluent spoken and written English and Swahili, with strong report-writing and computer skills.
- Strong planning, leadership, analytical and organisational abilities; sound judgement, integrity and initiative; and the ability to meet deadlines, work independently and collaboratively, and spend extended periods in the field.
