Job Description

Role Overview

This consultancy provides dedicated coordination and technical support to the secretariat of the African Ministerial Conference on the Environment (AMCEN), hosted by the United Nations Environment Programme’s Africa Office. The consultant will help plan and run ministerial sessions and Bureau meetings, draft policy documents and meeting records, and track follow-up on decisions across member states. The work is central to enabling African countries to participate effectively in regional environmental governance and multilateral processes.

Key Responsibilities

  • Prepare an inception report and structured work plan that sets out priorities, timelines, and deliverables for supporting the AMCEN Secretariat.
  • Draft technical documents, including policy briefs, reports, and issue notes that inform ministerial discussions and decision-making.
  • Develop meeting documentation such as agendas, background papers, meeting summaries, and outcome statements for AMCEN sessions and Bureau meetings.
  • Coordinate the implementation of AMCEN decisions by liaising with African countries and tracking progress on agreed actions.
  • Support stakeholder engagement and partnership activities that strengthen delivery of AMCEN initiatives and programmes.
  • Provide technical assistance to African countries participating in regional multilateral environmental processes led by UNEP’s Africa Office.
  • Prepare and submit monthly progress reports that highlight achievements, challenges, and adjustments to the work plan.
  • Produce a final report summarising key outputs, lessons identified, and actionable recommendations for the Secretariat.

Requirements & Qualifications

  • Advanced university degree (master’s or equivalent) in law, economics, international relations, engineering, or a related field. A first-level degree plus at least two additional years of qualifying experience may be accepted in place of the advanced degree.
  • A minimum of five years of progressive experience in environmental policy development, natural resource management, and ecosystem management.
  • Completion of degree or non-degree programmes in data analytics or data science is desirable.
  • Strong drafting and analytical skills, with demonstrated ability to produce clear policy documents, meeting reports, and technical briefs.
  • Experience supporting intergovernmental processes, ministerial conferences, or regional coordination bodies is an asset.
  • Fluency in written and spoken English is required; working knowledge of French is an advantage.
