Job Description

Director, Radio Communication and Multimedia

Job Grade: NCS 2

Reports to: Communications Secretary

Job Purpose

The Director, Radio Communication and Multimedia is responsible for coordinating the functions within the Radio Communication and Multimedia Directorate, ensuring effective management and strategic direction of radio communication and multimedia activities.

Key Responsibilities

  • Provide guidance on the development of policies that foster efficient use of radio frequency spectrum and telecommunication resources by the government for safety and security.
  • Prepare and provide advisories on radio communication and multimedia matters.
  • Prepare advisory on country position papers on radio-frequency spectrum and multimedia.
  • Provide advice on the development of emerging television and radio technologies.
  • Identify national interests in radio communication, multimedia, and broadcasting and champion these at regional and international fora.
  • Provide advisory on the implementation and application of international regulations on the use of the radio-frequency spectrum and satellite orbits.
  • Liaise with national, regional, and international bodies on the review and updating of recommendations, reports, and handbooks for the most efficient use of the radio-frequency spectrum and satellite orbits.
  • Undertake research on best practices for radio propagation and radio communication fields.
  • Prepare and present national position papers at regional and international fora on radio communication, multimedia, and broadcasting issues.

Qualifications and Experience

  • At least fifteen (15) years of cumulative work experience, three (3) of which should have been at the level of Deputy Director and above, or in an equivalent or comparable position.
  • Bachelor’s degree in Electrical/Electronic Engineering, Telecommunications Engineering, or an equivalent qualification from a recognized institution.
  • Master’s degree in Electrical/Electronic Engineering, Telecommunications Engineering, Computer Science, or an equivalent qualification from a recognized institution.
  • Membership in a relevant professional body in good standing (where applicable).
  • Certificate in a Leadership course lasting not less than four (4) weeks from a recognized institution.
  • Proficiency in computer applications.
  • Demonstrated a high degree of integrity, professional competence, and administrative capability required for effective management and coordination of the Radio Communication and Multimedia function.
