Job Description
Job Purpose
- The Data Governance Manager will lead the establishment, implementation, and continuous improvement of the bank’s data governance frameworks, policies, standards, and processes. This role ensures that data across the bank is accurate, secure, compliant, accessible, and optimally managed to support business decision-making, regulatory requirements, and digital transformation initiatives.
Key Roles & Responsibilities
Data Governance Framework & Policy Leadership
- Develop, implement, and maintain the enterprise data governance framework.
- Establish data governance policies, data quality standards, and data handling procedures across the bank.
- Lead data stewardship program and coordinate with business data owners.
Data Quality Management
- Define and implement data quality metrics, thresholds, and monitoring routines.
- Drive root-cause analysis and remediation of data quality issues.
- Oversee enterprise data profiling, cleansing, and validation activities.
Metadata & Master Data Management
- Oversee metadata management across systems (data definitions, lineage, cataloguing).
- Support the implementation of the Enterprise Data Catalog and Metadata Repository.
- Collaborate with MDM teams to ensure consistent customer, account, product, and branch master records.
Regulatory Compliance & Risk Management
- Ensure compliance with CBK, Basel, GDPR/DP Act, AML/KYC data requirements, and other banking regulations.
- Develop controls for privacy, confidentiality, retention, and secure data access.
- Partner with Risk, IT Security, and Compliance teams to ensure robust data controls.
Stakeholder Engagement & Governance Committees
- Coordinate Data Governance Council and Data Stewardship Forums.
- Provide governance dashboards and reports to senior leadership.
- Offer data governance guidance to digital, analytics, product, and operations teams.
Data Lifecycle & Architecture Alignment
- Oversee data lifecycle management from creation and usage to archival and disposal.
- Partner with Data Architects to align governance rules with data models, pipelines, and platforms.
- Participate in system change reviews to ensure adherence to governance requirements.
Training & Data Literacy
- Drive data literacy programs across the bank.
- Train business units on data policies, data ownership, and stewardship responsibilities.
- Promote a data-driven culture.
Qualifications & Experience
Minimum Qualifications
- Bachelor’s degree in Information Management, Computer Science, Statistics, Business IT, Data Science, or related field.
- Certification in Data Governance or Data Management (e.g., DAMA, DCAM, CDMP) will be an added advantage.
Experience Requirements
- 7–10 years’ experience in data management, data governance, BI, data engineering, or related roles.
- At least 3 years of leadership experience in data governance or data quality function.
- Experience within the banking or financial services sector is mandatory.
- Proven experience with data catalog tools, data lineage systems, and data quality tools.
Key Skills & Competencies
- Strong understanding of data governance principles (DAMA, DCAM).
- Knowledge of banking operations (Credit, Core Banking, Risk, Finance, Payments, Channels).
- Expertise in regulatory data requirements (CBK reporting, IFRS 9, AML/KYC, CRB, Basel).
- Expertise in regulatory requirements (GDPR , Data Protection Acts in the Kenya and the Region)
- Excellent data quality management and metadata management skills.
- Strong analytical, documentation, and problem-solving abilities.
- Strong communication and stakeholder management.
- Ability to drive enterprise-wide data culture change.
- High integrity and commitment to data ethics.
