Job Description

DUTIES AND RESPONSIBILITIES

Legal Analysis & Advisory

  • Interpret and provide expert legal advice on existing and emerging laws and regulations relevant to trade, ICT, and digital economy.
  • Draft, review, and negotiate legal documents including contracts, MOUs, policy papers, and regulatory submissions.
  • Ensure institutional compliance with applicable Kenyan laws, policies, and regulations.

Policy Development & Advocacy

  • Conduct comprehensive legal and policy research to inform the development of robust trade and ICT policy positions.
  • Draft and critique policy proposals, white papers, and regulatory frameworks in collaboration with stakeholders.
  • Represent the organization in policy dialogues, stakeholder engagements, regulatory forums, and public consultations.

Stakeholder Engagement

  • Liaise with government agencies, regulatory bodies (e.g., CAK, KEBS, KRA), and private sector actors to influence legal and policy outcomes.
  • Foster relationships with legal associations, trade bodies, ICT regulatory forums, and think tanks to monitor policy developments and emerging trends.

Risk Assessment & Compliance

  • Identify legal and regulatory risks and propose mitigative actions.
  • Monitor and report on legislative developments affecting trade, digital innovation, e-commerce, data protection, and related areas.

KEY REQUIREMENT SKILLS AND QUALIFICATION

  • Degree in Law, Public Policy, Public Administration, or a related field.
  • At least 4 years of experience in legal and policy analysis, preferably in the trade or ICT sectors
  • Advocate of the High Court of Kenya (preferred but not mandatory if strong policy experience is demonstrated)
  • Demonstrated experience engaging with Kenyan legislative, regulatory, and judicial systems
  • Proven ability to influence and shape public policy processes at national or regional level
