        Job Description
				
           Job Summary:
Tatu City is seeking to hire a Procurement Lead to spearhead the procurement strategy and planning. This role involves developing and implementing project-specific procurement strategies, conducting market research, and managing a vendor database. The Procurement Lead will also oversee the tendering process, negotiate contracts, and ensure supplier compliance while maintaining meticulous records and providing regular status reports.
Procurement Strategy & Planning:
- Develop and implement the project-specific Procurement Strategy and Plan, ensuring alignment with the overall project schedule and budget.
 
- Conduct market research and analysis to identify suitable suppliers and subcontractors, both locally and internationally.
 
- Establish and manage a comprehensive database of pre-qualified, approved vendors and subcontractors.
 
- Work closely with the design and construction teams to develop clear and detailed scopes of work and specifications for all procurement packages.
 
Tendering, Negotiation & Contract Award:
- Lead the end-to-end tendering process, including the preparation of tender documents (RFIs, RFQs, RFPs), and issuance to bidders.
 
- Manage all communications and clarifications with tenderers during the bidding period.
 
- Lead the technical and commercial evaluation of all bids, ensuring a fair and transparent process.
 
- Act as the lead negotiator on all commercial terms, conditions, and pricing to secure the best possible value for the project.
 
- Prepare detailed recommendation for award reports and finalize contract documents for execution.
 
Supplier & Contract Management:
- Serve as the primary point of contact for suppliers and subcontractors on all commercial and contractual matters.
 
- Monitor supplier performance to ensure compliance with contractual obligations, quality standards, and delivery schedules.
 
- Manage the procurement and delivery of long-lead items to ensure they are available in line with the construction program.
 
- Work with the project team to resolve any supplier-related issues or disputes.
 
Compliance & Reporting:
- Ensure all procurement activities are conducted with the highest level of integrity and are in full compliance with company policies and ethical standards.
 
- Maintain meticulous records of all procurement activities, from tendering to contract award and close-out.
 
- Prepare and present regular procurement status reports to the Project Manager, highlighting progress, risks, and key commercial insights.
 
Requirements
Skills and experience
- A bachelor’s degree in supply chain management, Quantity Surveying, Law, Business, or a related field.
 
- Professional Certifications: Professional qualification from the Chartered Institute of Procurement & Supply (CIPS) or an equivalent body is essential.
 
- Experience: A minimum of 10-15 years of progressive experience in a strategic procurement role within the construction industry.
 
- Industry Background: Must have extensive experience working for a major international main contractor or developer. Proven track record of procuring high-value packages for large-scale building projects (e.g., main contractors, facades, MEP systems, finishes, FF&E) is mandatory.
 
- International Exposure: Demonstrable experience in managing international procurement processes and complex global supply chains.
 
- Contractual Knowledge: Expert knowledge of construction contract forms (e.g., FIDIC) and strong contract administration skills. Proficiency with ERP systems (e.g., SAP) is advantageous.
