The colonial laws were not repealed or amended to suit the independence Constitution. In fact, the government progressively amended the 1969 Constitution to suit the colonial laws. The ‘ordinances’ were simply renamed Acts of Parliament thus, an anomaly emerged because the independence Parliament had not deliberated on the laws through the normal legislative process. Most of these laws were inherently unjust because they discriminated on the basis of race, class, and gender. Scope of the work

 

The Consultant will be expected to develop a framework detailing how the review process will be conducted, and thereafter meet and work with the project team in the development of various tools that will guide the process. Upon development of the requisite tools, the Consultant will be expected to interview the project beneficiaries and stakeholders through in person and virtual meetings. The Consultant at this stage will receive support from the project staff in undertaking the end-term evaluation.

 

Deliverables.

 

The key deliverables for this consultancy include:

 

Develop a framework for evaluating the project.

 

Develop tools anchored on the results framework of the project.

 

Interview project beneficiaries and stakeholders and project team

 

Produce a end-term evaluation report documenting lessons learnt, success stories, case studies, challenges and recommendations emanating from the implementation of the project from 1st September 2022 to 31st  August 2025.

 

Present the report to project staff, stakeholders and beneficiaries for validation.Expertise required.

 

The Consultant should have extensive knowledge and experience on projects and more specifically on the aspect of monitoring, learning and reporting as indicated below:

 

Desired Competencies

 

Professionalism

 

Proven experience Monitoring and Evaluation, RBM and Management Consulting and Capacity building.

 

Excellent communication and writing skills.

 

Ability to support an enabling environment for open communication with stakeholders.

 

Desired Qualifications

 

At least an LLM and or MA degree in Sociology, Development, Statistics or any other relevant field.

 

Technical Experience Requirements

 

At least 15 years of relevant experience in M&E, RBM, Strategic Planning and M&E related capacity building.

 

Good experience in delivering training on M&E and data analysis.

 

Experience in qualitative and quantitative research.

 

Good background in M&E advising in donor-funded programs.
