Job Description
  • We are seeking a qualified Senior Finance Officer to oversee and manage HEVA Fund’s financial operations. The successful candidate will play a crucial role in ensuring the financial health and sustainability of our programs by assisting with financial planning, budgeting, monitoring, and reporting. This role requires an experienced professional capable of ensuring efficient resource utilization and compliance with financial regulations.

Procurement Management

  • Develop and implement procurement policies and procedures in alignment with organizational objectives and best practices.
  • Manage the entire procurement cycle, including sourcing, contract negotiations, vendor selection, and purchase order management.
  • Maintain procurement records, including bid evaluation, supplier agreements, and contract performance reviews.
  • Monitor supplier compliance with service agreements and procurement standards.
  • Ensure that procurement activities are compliant with organizational policies and statutory regulations.
  • Financial Planning and Budgeting.
  • Collaborate with the programs team to ensure the utilization of program budgets, is in alignment with organizational goals and funding requirements.
  • Monitor budget implementation, conduct nancial analysis to identify variances and nancial risks related to the programme.
  • Assist in the preparation, monitoring, and analysis of organizational budgets and forecasts.
  • Provide nancial insights and variance analysis to support strategic planning and decision-making.
  • Collaborate with department heads to ensure budget compliance and nancial eciency.
  • Financial Reporting
  • Work closely with the nance manager to prepare accurate and timely nancial reports for the donor.
  • Prepare timely internal reports to support decision making by the wider program team.
  • Assist with ensuring compliance of consortium partners with donor reporting
  • requirements and nancial regulations where applicable.
  • Assist in the compilation and review of consortium partner nancial reports to be submitted to the donor.
  • Financial Management and General Accounting
  • Prepare accurate and timely nancial reports, including balance sheets, income statements, and cash ow statements.
  • Maintain and reconcile the general ledger and ensure accurate recording of transactions.
  • Lead the month-end and year-end nancial closing processes.
  • Ensure compliance with statutory reporting requirements and tax regulations.
  • Support external and internal audit processes by preparing required documentation and responding to audit queries.
  • Audit and Compliance
  • Work with internal and external auditors to facilitate audit processes.
  • Working closely with the Finance manager and the Internal Auditor to implement internal controls to safeguard nancial assets and ensure accountability.
  • Risk Management and Compliance
  • Identify and mitigate nancial risks by implementing appropriate internal controls and nancial procedures.
  • Ensure adherence to organizational nancial and procurement policies, as well as donor and statutory regulations.
  • Team Leadership and Capacity Building
  • Provide leadership, mentorship, and technical support to nance team members.
  • Conduct training sessions for sta and beneciaries to improve their understanding of nancial processes and compliance requirements.
  • Promote a culture of accountability, continuous improvement, and nancial discipline within the nance department.

Qualifications Desired

  • Bachelor's degree in finance, Accounting, Procurement, or a related eld.
  • Professional certication (e.g., CPA, ACCA, CIPS) is highly preferred.
  • Minimum of 5-7 years of experience in nance, procurement, grant management, and auditing functions, preferably within an investment, nonprot, or donor-funded organization.
  • Proven experience in managing grant disbursement and beneciary audits.
  • In-depth knowledge of procurement regulations, nancial management, and tax compliance.
  • Prociency in nancial management software and advanced MS Excel skills.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple priorities and meet deadlines under pressure.
