The Monitoring and Evaluation Officer/Data Analyst is responsible for the development management and implementation of the USAID Western Kenya Sanitation Project (WKSP) M&E systems and procedures. The Officer will work closely with the Snr MEL Specialist, the County Market Advisor and USAID WKSP sub-grantees on M&E functions including tools design, data collection, analysis and reporting for the project indicators. The successful applicant for this position will be based in Kisumu
Responsibilities
Essential Duties: Main purpose of job
- Develop, and maintain the Project’s M&E system, including the development of performance indicators, milestones, and baseline conditions.
- Design and develop data collection tools, perform in-depth data analysis, to inform implementation and reporting on performance indicators.
- Database management. Design and maintain databases and data systems to ensure data integrity and accuracy.
- Design interactive dashboards to improve data visualization, enabling the display of infographics that highlight trends and overall progress on Power-Bi
- Support in the development of monthly, quarterly, and annual progress reports on the status of Project implementation; contribute to other project reports such as annual work plans.
- Manages County project results reporting and management with input from Senior MEL Specialist and technical staff.
- Monitor USAID WKSP Sub-grantees progress with frequent onsite field visits to project target counties.
- Provide inputs to donor reports, annual work plans with the county government, and grantee monthly and quarterly reports.
- Through capacity building, support project staff and partners to administer M&E data tools and uphold best M&E practices.
- Data Quality Assessment (DQA). Develop data quality tools, conduct site visits/ interviews for data validation, identify data quality gaps and mitigation measures
- Through data analysis provide informative analysis to promote data driven decision and enhance learning
- Provide on-demand data reports to RTI and USAID
- Any other related tasks as may be required or assigned by the supervisor.
Qualifications
- Master’s degree and 2 years of experience or bachelor’s degree with 5 years of experience in the field of in Statistics, Public Health, Project Management or relevant combination of education and experience in sanitation and menstrual hygiene programs.
- Experience with M&E frameworks and tools.
- Excellent communication and reporting abilities.
- Proficiency in programming languages such as Python, R, or SQL is an added advantage
