Under the new system, residents, non-residents, and foreign companies can apply for property ownership through the Saudi Arabia Real Estate digital platform, following defined legal procedures.
Ownership is permitted in major cities such as Riyadh and Jeddah, while Makkah and Madinah remain restricted under special rules.
Authorities say the move will boost transparency, attract global investors and developers, strengthen the non-oil economy, and create new jobs while supporting sustainable growth across residential, commercial, tourism, and industrial sectors.
