With more than 10 years of experience through its flagship brand, The Ark Animal Clinic, the group is now entering a new phase of structured growth. We are building a strong corporate backbone to support our expansion across new locations and service lines.

We are seeking an experienced HR & Operations Manager with a solid background in the healthcare sector (veterinary, medical, dental, or clinical operations experience is highly preferred) to develop and lead the HR and operational systems for the group.

Role Overview

The HR & Operations Manager will be responsible for overseeing all human resources, operations, and compliance functions across the group's businesses. This includes developing HR structures, policies, operational workflows, and compliance procedures aligned with UAE labor and healthcare regulations.

The ideal candidate is a highly organized, detail oriented professional with strong leadership skills, excellent communication, and hands on experience in healthcare or clinical environments.

Key Responsibilities

Human Resources Management

  • Lead the HR function across all group businesses.
  • Develop and implement HR policies, SOPs, and employee handbooks.
  • Manage full cycle recruitment, onboarding, and credential verification for healthcare professionals.
  • Handle performance evaluations, disciplinary procedures, and employee relations.
  • Maintain complete and audit ready employee documentation.
  • Ensure compliance with UAE Labor Law and Free Zone regulations.

Operations Management

  • Oversee operational performance across clinics/business units.
  • Implement standardized workflows in coordination with clinical leadership.
  • Monitor key operational KPIs and drive continuous improvement initiatives.
  • Conduct regular operational audits to ensure compliance, quality, and safety.
  • Coordinate cross functional activities between HR, finance, operations, and administration.

Regulatory Compliance

  • Ensure full compliance with healthcare regulatory bodies (MOCCAE, Dubai Municipality, etc., depending on the sector).
  • Handle or supervise visa issuance, renewals, GDRFA interactions, and cancellations.
  • Prepare and maintain compliance reports, licenses, and certification schedules.

Payroll & Administration

  • Oversee monthly payroll processing, attendance tracking, deductions, and allowances.
  • Implement standardized payroll systems across all business units.
  • Ensure timely submissions and 100% payroll accuracy.

Strategic Planning

  • Support the Group General Manager in organizational development and future expansion planning.
  • Participate in budgeting, resource allocation, and structural planning discussions.
  • Lead operational readiness for new branch openings.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Healthcare Management, or related field.
  • Minimum 5 years of HR/Operations experience in a healthcare or clinical environment (medical, dental, veterinary, or hospital preferred).
  • Strong knowledge of UAE Labor Law and HR best practices.
  • Experience developing HR SOPs, policies, and compliance frameworks.
  • Excellent communication skills (spoken & written English).
  • Strong leadership traits with the ability to manage multi site operations.
  • Hands on approach, with ability to implement systems, not only supervise.
  • Proficiency in MS Office, HRIS systems, and operational workflows.

Preferred Qualifications

  • Experience in healthcare licensing frameworks (MOCCAE / DHA / DOH).
  • Experience managing HR and operations simultaneously.
  • Experience in start up or fast growth environments.
  • Knowledge of free zone visa processes.
