Job Description

Job Purpose: 

The Head of ICT is responsible for leading the hospital’s Information and Communication Technology function by developing and implementing strategies, systems, and policies that support clinical and administrative operations, enhance efficiency, and ensure data security and compliance. This role plays a critical part in driving digital transformation, optimizing ICT investments, and ensuring consistent, high-quality technology service delivery.

Duties and Responsibilities

ICT Strategy and Governance

  • Develop and maintain the hospital’s ICT strategy, policies, and standards in alignment with short- and long-term organizational goals.
  • Oversee the preparation, review, and monitoring of the annual ICT budget and operating plan to support strategic implementation.

Leadership and Advisory

  • Provide strategic leadership and direction to the ICT team.
  • Advise hospital departments and senior management on emerging technologies, digital integration, and ICT sustainability to improve efficiency and ROI.

 ICT Operations and Project Oversight

  • Maintain an overview of all ICT projects, ensuring timely implementation and alignment with hospital priorities.
  • Ensure stable and continuous operation of the Hospital Management Information System (HMIS), related applications, and hardware infrastructure.

Infrastructure and System Upgrades

  • Lead infrastructure and core systems upgrades to maintain robust, scalable, and modern ICT environments.
  • Plan, configure, and maintain secure ICT environments, ensuring the protection of hospital systems and data.

Data Protection and Compliance

  • Ensure compliance with the Data Protection Act and all other applicable legal and regulatory requirements related to information security and data privacy.

 Analytics and Reporting

  • Strengthen and manage analytics dashboards to support data-driven decision- making.
  • Monitor ICT system performance and generate reports on operational metrics, trends, and service delivery.

ICT Procurement and Vendor Management

  • Build and maintain effective relationships with ICT vendors and service providers.
  • Conduct supplier evaluations and work with the procurement team to ensure ICT purchases meet standards and best practices.

User Support and Training

  • Evaluate user needs and ensure systems and devices meet business requirements.
  • Lead ICT training needs assessments and coordinate capacity-building programs to improve ICT utilization across the hospital.

Service Delivery and Technical Support

  • Ensure timely and quality ICT support services across the hospital.
  • Oversee technical support functions to guarantee prompt resolution of user issues.
  • Perform any other duties as may be assigned to support the hospital’s ICT goals.

 Qualifications

Education

  • A Bachelor’s degree in Information and Communication Technology, Computer Science, Computer Networking, Programming, Information Systems or equivalent ICT-related postgraduate qualifications obtained from a recognized institution of higher learning.
  • Master’s degree in any relevant field is an added.

Job Experience

  • At least 10 years’ experience in Information and Communications Technology, with 5 years’ experience at management level.
  • Experience in Enterprise Resource Planning (ERP)
  • Experience in Data Protection
  • Professional certifications e.g. Microsoft Certified Solutions Experts or equivalent, Cisco Certified Network Associate or equivalent, Microsoft Share Point Foundation or equivalent, ITIL Foundation Certified or any other certification
  • Systems management and support experience
  • Experience in design of ICT Standard Operating Procedures and Process Flowcharts
