Job Description

The Customs Declaration Assistant will be responsible for preparing, processing, and monitoring customs documentation for petroleum products at the KPC depot. The role ensures compliance with KRA regulations, timely clearance of shipments, and accurate record-keeping to support depot operations

Key Responsibilities

Customs Documentation & Compliance

  • Prepare and submit customs declaration forms, import/export entries, and excise documentation through KRA iCMS/Simba system.
  • Classify goods correctly using HS codes and ensure accurate duty/tax calculations.
  • Verify supporting documents (invoices, packing lists, permits, certificates) for compliance with customs requirements.
  • Ensure timely processing of declarations to prevent delays in product release.
  • Maintain updated knowledge of Kenya Revenue Authority (KRA), KEBS, and EPRA regulations affecting petroleum imports and storage.

Coordination & Communication

  • Liaise with KRA officials, clearing and forwarding agents, and transporters to resolve clearance issues.
  • Work closely with depot operations and finance teams to ensure smooth product receipt, storage, and dispatch.
  • Provide accurate updates on declaration and clearance status to depot management.

Records Management & Reporting

  • Maintain accurate records of all customs documentation, including entries, receipts, permits, and approvals.
  • Reconcile customs records with internal inventory and financial systems.
  • Prepare periodic reports on customs declarations, duties paid, and compliance metrics for management review.

Compliance & Risk Management

  • Identify and escalate potential risks in customs clearance (e.g., incorrect tariff codes, valuation issues).
  • Ensure all declarations and documentation comply with KRA and international customs regulations.
  • Support internal and external audits by providing accurate and timely customs documentation.

Job Requirements

Qualifications:

  • Diploma or Degree in Clearing & Forwarding or Customs Administration.
  • Minimum 2 years of experience in customs documentation and clearance, preferably in KPC Depot.
  • Advanced knowledge of ICMS, Kentrade, Asycuda,  and related customs clearance systems.
  • Sound knowledge of tariffs, HS codes, trade agreements, and oil and gas compliance requirements.
  • Strong attention to detail with the ability to handle high-volume documentation accurately and efficiently.
  • Understanding of petroleum product clearance process.
