Key Responsibilities:
Programmatic and technical support for MNCH
Provide strategic direction and technical oversight for the implementation of the MNCH projects and sponsorship projects
In liaison with field staff, ensure timely development and implementation of work plans and budgets for the health grants
Ensure project implementation is in line with donor guidelines, schedules, plans, targets and budgets
Ensure timely implementation and expenditure level reviews to track and manage work plans and budgets
Ensure that the project activities are evidence-based, responsive to the communities needs and are aligned with the Ministry of Health guidance.
Oversee integration of MNCH into WASH interventions for greater impact
Conduct supportive supervision and mentorship visits to the project sites to ensure quality implementation of MNCH interventions
In liaison with procurement and finance ensure timely procurement of project items
Support Health interventions during emergencies.
Effective and efficient Health Program Management
Project budgets utilization maintained at 95% per month for all Projects supported
Evidence of Stakeholder’s engagement on Maternal, New-born and Child Health
Evidence of donor and supporter engagements
Monitoring and supervision plans and reports available
Monitoring & Evaluation and Learning
Ensure project work plans, progress reports are shared with donor as per approved agreement
Provide technical support during Health Surveys/evaluations, baselines and assessment to ensure quality check with methodology, tools and the entire process.
Ensure Health project designs and/ or re- designs are done in accordance with donor guidelines, standards, WV standards and Health programming strategies while responding to community needs and contexts.
Ensure both financial and program reports are in line with donor policies and reporting guidelines and are submitted to the donor as per agreed timelines
Provide technical support to ensure that findings from project assessments and evaluations inform the subsequent programme designs
Ensure project documentation, reflection and learning in order to achievement of project objectives and shared with donor, MoH and other stakeholders.
Tracking the health sub-unit/sector performance, identifying gaps, and developing strategies to address them.
Ensure ongoing monitoring of health projects using the set standards and utilization of MOH tools.
Ensure proper, adequate and quality record/document filing as per standard operating procedures in the relevant repository
Identify and document program successes, best practices, challenges, and lessons learnt from project implementation
Review & submit routine reports in line with project’s reporting requirements
Strategic Engagement and Resource Mobilization
Support constant, consistent and quality donor communications, engagement and updates
Ensure WVK visibility and participation in the respective technical working groups, Interagency Coordinating Committees and other Forums at the National level.
Maintain coordination with relevant stakeholders who are crucial in the implementation of the projects
Ensure documentation and project learning are disseminated to relevant stakeholders
Work closely with Resource Acquisition and Management (RAM) team to design Concept notes and Proposal’s development for fundraising
Support fundraising initiatives by providing information on Maternal, New-born and Child Health to the RAM department
Capacity Building
Support induction of new project staff to ensure they quickly understand the project's goals, structure, and their specific roles and responsibilities.
In collaboration with field staff and MOH carry out capacity assessment gaps and plan capacity building for project staff
Capacity building of Project staff on integration of Maternal, New-born and Child Health Project activities
Work with County MOH to conduct training and support supervision to targeted groups on Maternal, New-born and Child Health projects empowerment and sustainability training sessions.
Support Health team in analyzing and interpreting Health data for programmatic use.
Review and build capacity of project staff to ensure quality reporting
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional experience
Minimum of 5 years of professional experience designing, implementing, and coordinating Maternal New-born and Child health interventions in development sector
Previous working relationships within donor funded programs and with key multilateral agencies, and bilateral donors
Ability to work under minimum supervision
Self-driven and result oriented
Excellent communication skills (oral, written and presentation)
Excellent computer skills and experience working with Microsoft Office applications.
English fluency (verbal and written) required.
Willingness to travel to project sites.
Required Education & Certification
Bachelor’s degree in Public Health, Nursing, Clinical medicine or other related Health degree
Training in monitoring and evaluation of health projects is an added advantage
Registration with relevant body
Preferred Knowledge and Qualifications
Demonstrated ability to work within a multi-faceted health development program in collaboration with MOH personnel at National, county, sub county and health facility levels, and local partners.
Good understanding of Ministry of Health Structures at National and County levels
Familiarity with relevant national MNCH guidelines and protocols
Strong leadership, problem solving, and interpersonal skills
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure
Cultural sensitivity and ability to work in diverse settings
Ability to work independently and also as a team leader/member within a diverse team
